On 02/06/2024, Licensing Program Analyst (LPA) Cristina Castellanos conducted an unannounced Annual Required Inspection at the above-mentioned address. LPA Castellanos met with Director Lakuita Moore. LPA toured the facility indoors and outdoors and observed 5 children in care, being supervised and cared for appropriately by two fingerprint cleared staff members. Facility hours of operation are 6:30am – 11:30pm. The school-age program academics is from 8:30am to 11:30am.

Capacity and limitations as specified on the license are being maintained.

All children are under supervision, including visual supervision, of a teacher at all times. The Child Care Center is in compliance with Title 22 regulations regarding Staff to Student ratios. Parents sign their child in/out of the facility. LPA Castellanos advised Director to ensure that parents sign using their full legal name and the time of day.

There are no swimming pools, ponds, or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. All poisons are kept underneath the kitchen skin cabinet, the kitchen has a sliding gate that remains close during the hours of operation making it inaccessible to the children in care.

Medication if any is stored in the director’s office. Currently the facility does not have any children that need medication. LPA discussed all necessary paperwork that needs to be included with medication, medication needs to be in its original content with current prescription.

LPA Castellanos observed two (2) fully charged fire extinguishers throughout the facility. LPA observed a working carbon monoxide detector. The smoke detectors are wired to the Pull Fire Alarm system.

All toilets and hand washing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe. LPA Castellanos inspected the classrooms and observed age-appropriate toys, books and furnishings.

Furniture and equipment are in good condition, free of sharp, loose, or pointed parts.

Playground equipment is in safe condition, free of sharp, loose, or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls.

LPA Castellanos conducted a Health and Safety inspection of the kitchen, and all kitchen food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. All food is protected against contamination and any contaminated food is discarded immediately. Solid waste storage containers have tight-fitting covers and are in good repair. The facility provides breakfast, lunch, am & pm snacks as well as filtered water.

LPA Castellanos reviewed 5 children’s files and observed files to be in compliance including current contact information for authorized representatives and/or relatives who can assume responsibility for the child, immunization records, and authorization for medical treatment.

LPA Castellanos reviewed 2 personnel files and observed files to be in compliance with current CPR/First Aid, Mandated Reporter training and immunizations for personnel in childcare.

Facility completed Lead Testing on 10/11/2022 and no exceedances were found. LPA Castellanos verified that the lead testing was completed in accordance with Written Directives outlined in PIN 21-21.1-CCP. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).



Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA Castellanos reminded Director to access the Community Care Licensing website www.ccld.ca.gov for access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Exit interview conducted, and report was reviewed with Director Lakuita Moore. A copy of this report was discussed and left with Director Moore. Notice of Site Visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
