Licensing Program Analyst (LPA) Silva Garibyan conducted a Case Management visit for the purpose of a capacity increase evaluation. LPA met with Ashley Tinnes, owner/director and toured the facility inside and outside on 08/01/2019 at 7:30 AM. Licensee is applying for a capacity increase from 28 to 62 children. No children were in care and staff were not present. The preschool is located inside of Faith Presbyterian Church. Current license includes one classroom ( Valley Room). The applicant added one classroom ( Sun Room) and submitted an application for capacity increase for a total of 62 children.

Measurements were taken both indoors and outdoors as follows:

1. Indoor space:

Valley Room : ( 43 x 13 ) + ( 17 x 26 ) = 559 + 442 = 1,001 sq. ft.
Sun Room : ( 42 x 16 ) + ( 11 x 7 ) - ( 9 x 2 ) = 1,151 sq. ft.

Total indoor capacity for the preschool: 2,152 divided by 35 = 61 children ( 28 children in Valley Room and 32 children in Sun Room).
2. Outdoor space:

The outdoor space is completely fenced in and there are no bodies of water.
There is a shaded area.

Play yard #1 ( Courtyard): ( 56 x 70 ) - ( 7 x 10) - ( 5.8 x 5.9 ) = 3,815.8 sq. ft
Play yard # 2 ( Grass Area): ( 24.7 x 50. 9) - ( 6 x 4.6 ) - ( 4.6 x 6.2) = 1,181.6 sq. ft.
Play yard #3 ( Slide Area ): 25 x 28.9 = 722.5 sq. ft.

Total outdoor space available: 5,719.9 sq ft divided by 75 sq ft per child = 76 children for school yard.

3. There is one children's bathroom in Valley room and one children's bathroom in Sun room . Each bathroom consists of two toilets and one sink and there is a sink in each classroom. Based on the total number of available toilets and sinks ( four toilets and four sinks); the facility can accommodate a maximum of 60 children.

Facility will operate Monday through Friday: 8:30 am - 4:30 pm.
Classrooms were observed with children's furniture, chairs, tables, toys, equipment.

The fire department has granted the fire clearance for the capacity of 62 preschool children ( LA City Fire Department , Inspector Shawn Connolly, Granted on 06/20/2019).
Napping Equipment: Cots and mats are available for children in care. Cots and mats are equipped with sheets. Children will nap in individual classroom and napping equipment can be properly stored for safety.

Staff/Children Files: LPA observed all CCLD forms (blank) in files. Staff files were observed with sections for personnel, qualifications and evaluations. Children files were observed with sections for admissions agreement, immunization, medication consent, and authorizations.

The facility will provide two snacks. Menus are posted.

Medication: All medication will be located in the classrooms in the cabinet.

Postings: LPA observed bulletin boards inside the classrooms. Bulletin boards will contain school updates and required postings by licensing. Continued

Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations. Licensee was also made aware that the quarterly updates are also in Spanish.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. LPA observed the facility to be gated all around, safe, sanitary and in good repair. Isolation area is located in Director's office and equipped with a mat and cot for ill children. Separate toilet and sink were observed for sick children.

The following was discussed during this inspection:

Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis, and measles. Influenza waiver was discussed.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.

The licensee has been informed that all employees must be associated to the facility. If the licensee fails to have proof of a fingerprint clearance or fails to associate a previously cleared individual to the facility, a civil penalty of $100.00, per day the person has been present, will be assessed. The first violation is subject to the penalty for up to five days. If there is a subsequent violation in a 12 month period, the fine will continue for up to 30 days. The "Notification of Parent's Rights" (PUB394) was discussed with the licensee and the licensee was advised that it must be posted in an area of the facility accessible to parents. Continued
