On April 12, 2022 at 8:39AM, Licensing Program Analyst (LPA) Brigitte Tsutaoka conducted an unannounced complaint inspection to deliver findings on the above complaint allegations. LPA disclosed the purpose of inspection and was granted entry by Director Elessia Session, who guided LPA on a tour of the facility. Upon entry, LPA observed 0 children in care, as school age children are still attending school.

During the course of the investigation, LPA interviewed staff, children, parents, and obtained facility records. Based on evidence collected, the facility van obtained a flat tire during the normal scheduled after school pick up times. The Licensee arrived to the scene to pick up the children who were in the van and take them to the facility. The Licensee returned to Director to assist her with the flat tire, which took approximately 15 to 20 minutes to repair to enable Director to drive back to the center. Licensee was required to purchase 4 new tires with receipt of purchase dated 2/11/2022.

Interviews disclosed the facility has a no bullying policy and children are aware of the requirement. Children will converse and joke, but remain friends. Staff disclosed she observed the children on the facility van using loud voices and asked them to quiet down, but did not observe any bullying. Interviews further disclosed the children do not experience bullying and do not engage in bullying other children.

Parent interviews disclosed the facility has good communication regarding child transportation and always let them know if they are running late due to traffic. Parents disclosed the facility has been late for pick ups by no more than 10 minutes and the center lets them know if they will be late. Interviews also disclosed their children have not experienced bullying and get along with the other children.

Facility provided records showing the after-school pick up schedule identifying which children are scheduled for pick up and which children are "NPU" (No Pick Up) for the week of 02/07/22 until 02/11/22.

Based on evidence obtained and interviews conducted, the above allegations are deemed Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation did or did not occur. No deficiency was cited during inspection. An exit interview was conducted, this Report, Appeal Rights, and Notice of Site Visit were provided to Director, Elessia Session.
