Licensing Program Analyst (LPA) Warren Birks conducted a Case Management Inspection. LPA met with Director Gwen Bias who assisted analyst with information for the inspection.
During the course of a previous inspection, LPA received disclosures that a child with outside food (fast food) was separated from the group during breakfast time. Staff #1 indicated the separation was to prevent distraction. Staff #1 indicated that many of the children stopped eating their breakfast because they were preoccupied with the outside fast food. LPA informed Director that LPA understood that staff #1 was trying to help the children not be distracted and finish their breakfast. However, separating a child from the group due to the child's food choices is a Title 22 Personal Rights violation. LPA informed Director that the facility is being cited for Personal Rights.
Director Bias indicated the facility no longer operates in that fashion and the facility has been working on a new food policy (regarding outside food). This new food policy will be presented to current and future parents and be apart of the Parent Handbook.
The Notice of Site Visit (LIC 9213 –must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00 Exit interview was conducted with Director Bias and a copy of Appeal Rights (LIC 9058) was discussed and provided
