On 10/29/2019 at 9:35 AM Licensing Program Analyst (LPA) Victoria Hunt conducted a case management continuation inspection to complete the annual inspection that was initiated on 10/24/19. LPA met with site director, Sheri Potter who guided analyst on a tour of the facility. During the time of this inspection LPA observed a total of 73 preschool children and 13 staff. The preschool operates Monday – Friday 6:00AM -6:00PM. LPA toured and inspected the preschool inside and out in accordance with the facility sketch. This facility has a toddler component attached to the preschool license.

Inspection as follows:

This facility has a total of 4 preschool classrooms, each classroom was observed to be clean, safe and in good repair. In each classroom LPA observed furniture and equipment that was age appropriate and in good repair. Telephone service was verified as well as adequate heating, lighting, and ventilation. LPA observed age appropriate toys, games, and cubbies in which children can store their belongings. Cubbies were observed to be located inside and or outside the classrooms. Each cubby has a child's name labeled on it. Educational/learning materials were observed to be posted on the walls. Drinking dispensers were observed to be in each classroom, water is readily available to children. Cups were observed to have children's names on them.

LPA inspected and observed the bathrooms on premises of the facility. There are bathrooms observed, in or between, classrooms: 101, 103, 105, and 107. The bathrooms were observed to be sanitary and in good condition. Toilets and sinks function properly and are considered age appropriate for children in care. An ample supply of soap, toilet paper, and paper towels are readily available to the children. Cupboards/Cabinets in the bathrooms were observed to have supplies such as: gloves, wipes, pampers, and additional clothing items for children who have had an accident in their clothes.

Per staff, there are no bodies of water or pools on the premises of this facility. There are no weapons or firearms on premises at this facility. This facility has a surveillance system on the premises, which monitors each classroom and the outside play area. This facility has ensured and establish measures to keep the facility free of flies and other insects or rodents. Trash cans/storage containers were observed to have tight-fitting covers for solid waste.

There is an operating telephone in the Child Care Center. LPA observed fully charged and operational 2A10BC fire extinguisher located near the classrooms. Napping equipment was inspected and was observed to be in good, sanitary condition. Cleaning solutions are stored so that they are inaccessible to children.


Outdoor play equipment was inspected for health, safety, the playground consist of wooden chips material that will provide cushioning in the event a child falls. The wooden chips are clear and free of debris. LPA observed large and small play structures are securely anchored to the ground. Each play structure has the designated age requirement labeled on the equipment. Staff adhere to the designated age requirements on the play equipment. There is a shaded canopy over one of the play structures used for adequate shading. Drinking water is readily accessible.

Children records were also reviewed during this inspection. the files were completed. Staff records were previously reviewed and complete.

This facility does provide medication to the children. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Medications are stored in a locked storage cabinet in the director's office.

Children are inspected for illnesses as they arrive. A review of medication policy indicated that prescription medication is administered and only with parent's written permission. The director and or staff administers the medication and documents the dosage, date and time on a log. Medication is brought and or taken home by the parent daily if needed, or retained in a lock cabinet. Medication that requires refrigeration is stored in the office and is properly labeled and stored in its original container.

The teacher’s and children ratios were observed and staff names recorded. Care and supervision was evaluated and it was determined that staff are providing adequate care and supervision to children in care. Sign in and out sheets were reviewed. The parent board was reviewed and all of the required licensing forms were posted. Fire/earthquake drills current. Fire/Disaster drills are conducted at lease every month. Children's records and staff records were reviewed, and the records were complete. LPA verified at least one or more staff present, has a valid Pediatric CPR and First Aid training with an expiration date of 10/2020.

**Licensee informed to review updates/regulations for 2016/2017/2018 on the department website. ; AB 1207 - all child care employees must complete mandated reporter training beginning January 1, 2018; AB 1387 - and AB 2236 process to request a formal review of deficiency and establishes an appeal process for civil penalties; SB 792 - requires all staff and volunteers to show proof of immunization against influenza, pertussis and measles, and TB clearance, beginning September 1, 2016; 2018 New Safe Sleep Regulations for infants and AB 2231 Effective July 1, 2017 - Civil Penalty Amount changes. Integrated Pest management (IPM) Regulations.
