Licensing Program Analyst (LPA) Jacky San met with Licensee, Lynn Jennifer Thomason today on 02/25/2020 at 9:08am for the purpose of conducting an unannounced Annual Required inspection. LPA toured and inspected all areas according to the facility sketch. The home is set-up as follows:
This is a two story house with 4 bedrooms, 3 bathrooms, kitchen, dining area, living room, family room, office, garage and rear yard. Licensee states the living room, family room downstairs bathroom, rear yard, are accessible and utilized by day care children. The off-limit areas of the home are licensee office, all bedrooms, entire upstairs area and garage. Licensee states hours of operation are from Monday - Friday, 6:00am - 6:00pm.

Upon arrival, LPA noted there were Licensee, Licensee spouse, (3) infants, three (2) years old, and two (2) years old presents during today inspection. Staff and children files were reviewed as part of this inspection. Licensee has her current immunization's (Measles, Pertussis, and Influenza) and is fingerprint associated and cleared. Licensee is certified and has a valid Pediatric CPR and First Aid certificate with a renewal date of 11/05/2021 successfully completed with the American Heart Association. Children's files were reviewed and contain all required forms.

The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation. Poisons, detergents/cleaning compounds, medicines and hazardous items that can pose a danger to children were inaccessible. Home last Emergency Disaster Drill was conducted 01/12/2020. LPA observed fully charged (2A10BC) fire extinguishers. Carbon monoxide and Fire Alarm are in operable and working condition. Home contains a first aid kit that has all the required tools and equipment. Per Licensee, there are no weapons or firearms on the premise. LPA did not observe any in the home. LPA observed are age appropriate toys and napping equipment located in the playroom area. Napping equipment's are kept in cubbies as you enter the playroom. Home utilize (cots) that has its own pillow and blanket as napping equipment and children nap around 11:30am or 12:30pm give or take.

Backyard is completely fenced. There are (1) Dogs that has all its current vaccination and immunization shots and are made inaccessible to children in care located in-front of the home entrance. **Outdoor play was inspected and determined to clean and sanitary. There are no swing set and/or any play equipment observed. LPA observed bodies of water in the premises; however, is in the off-limit area and has a led over it located in separate component near the backyard.

**Parent Board contained all documents that are required to be posted according to Title 22 Regulations.
Sign in and out sheets were inspected and contain full legal signatures.

LPA discussed the following:
Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements
Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed child care facility (Center or family child care home) are aware of situations that present the greatest danger to children. These situations include:
· Serious health and safety violations resulting in Type A citations;
· Non-compliance conferences; or
· Efforts by the Department to revoke a facility’s license. Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit (printed out during this inspection). Failure to meet the posting requirements shall result in an immediate civil penalty. In addition, all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of report and sign the LIC 9224 acknowledging receipt. Civil Penalty assessments will be assessed if all above requirements are not adhered to.

Regulation prohibits smoking of any kind of tobacco in a private residence that is licensed as a Child Care Center and in those areas of the center where children are present (24/7 ban). State law prohibits baby walkers, bouncy seats, exersaucers and any other items that fall into that category.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. §1596.8662. Availability of information regarding detecting and reporting child abuse and neglect; training for mandated reporter who is licensed day care provider, administrator, or employee of a licensed child day care facility; proof of completion

(b) (1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every (2) year following the date on which he or she completed the initial mandated reporter training.

No deficiencies were cited during this inspection. Exit interview conducted with Licensee, Lynn Jennifer Thomason. A copy of this report, LIC 811 and Notice of Site Visit were discussed and provided to Licensee. Licensee's signature on this form acknowledges receipt of these rights.



Notice of Site Visit has been posted (LIC9213). The notice shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty. Copies of this report must be posted for 30 days in visible location the authorized representatives of children.
