On 11/9/2020 at 10:00 am Licensing Program Analyst (LPA), Deborah Lowe conducted a virtual inspection with the purpose of this inspection is to provide technical assistance and ensure the facility is safe for the care and supervision of children in care. Due to COVID-19 state of emergency facility applied for a Licensed Child Care Center Provider waiver for the facility located at 13801 Inglewood Avenue, Hawthorne, CA 90250 to care for children ages 5-12 year-old due to COVID-19. Visit was conducted via Zoom.

This visit is to inspect the rooms facility is requesting to use for the children ages 5-12 year-old and to evaluate the space for social distancing.

Director Nilofer Quaid lead LPA Lowe on a guided tour of the facility. Tour started in the preschool classroom where LPA Lowe observed four children and one teacher. Teacher was wearing a mask, the children were not wearing mask. The children went outside. LPA Lowe advised Ms. Quaid that the children should all be wearing mask, Ms. Quaid stated masks were in their cubby's and instructed the children to put masks on.

When Ms. Quaid turned back into the classroom there was a child standing at a table near an open doorway. LPA Lowe did not see any other adult near the child. LPA Lowe asked if there was a teacher in the room and Ms. Quaid stated yes and pointed out the child's grandmother that was on the other side of the open doorway in room 3. Ms. Quaid stated the teacher was helping to fix internet in office. LPA Lowe advised Ms. Quaid that is not supervision. The teacher stepping into the other room with their back to the doorway is leaving a child unsupervised. The teacher stepped back into the room with the child.

Room labeled as class 3 (2 year old class on the facility sketch) was observed to have 4 single tables and one long table. One table was placed behind the door. There were two shelf type furniture pieces along the wall, the shelves were empty. There were two cubby / toy shelves on two other walls also empty.

LPA Lowe requested Ms. Quaid to use a measuring tape to view the distance between the chairs. Ms. Quaid could not find her tape measure and tried to use a toy tape measure.

LPA Lowe advised the table and chair behind the door will need to be moved due to it blocks a door.

LPA Lowe ended the visit at 10:21 am. LPA Lowe instructed Ms. Quaid they will resume the call at 11:30 am and requested Ms. Quaid have someone available to help with the measurements and to have tape measure.

11/9/2020 at 11:30 LPA Lowe resumed Zoom tele visit with Ms. Quaid. Ms. Quaid had a tape measure and a person to help her with measuring. LPA Lowe instructed Ms. Quaid to measure the distance between the chairs to help verify if they can accommodate the 6 feet of social distancing.

Room 2 (3 year old) classroom with social distancing is viewed to accommodate up to 3 children.
Room 3 (2 year old) classroom with social distancing is viewed to accommodate up to 6 children.

LPA Lowe advised Ms. Quaid room 2 will need to be cleaned out, it is currently being used as a staff room and there area had storage items. Ms. Quaid stated yes they will clean the room before using for children.

LPA Lowe advised Ms. Quaid that a teacher needs to remain with the children at all times in the same room.
LPA Lowe advised Ms. Quaid that in Room 1 the main classroom can only have 12 children under the current COVID Guidelines. Room 1 is an open concept room with no floor to ceiling dividers. Ms. Quaid stated their current enrollment is 7 children.

This visit was for the purpose of viewing the space for social distancing. At this time the waiver request submitted by facility is still under review.
