13 | On 11/7/19, Helen Estrella, Licensing Program Analyst’s (LPA) conducted an inspection to the child care center for the purpose of concluding a complaint investigation. Upon arrival, LPA met with the Noesh Hordagoda, Administrator and informed the nature of the inspection. There was a total of 57 children being supervised by 7 staff and the Administrator.
Based on LPA's observations, interviews and evidence gathered, the allegations of the aforementioned allegations are deemed Unsubstantiated. There is insufficient evidence to indicate allegations took place at the facility. LPA conducted observation of facility daily operation of activities, nap time, and meal times and it was observe the child care activities do not violate Title 22 and Health and Safety Code regulations of Personal Rights. Staff was observe to assist children in child care activities, napping and adequate equipment available for each child in center.
Unsubstantiated – A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged allegation occurred.
