32 | During todays inspection, LPA observed 2 teachers supervising 11 infants, 1 teacher supervising 3 napping infants while the third teacher was taking the required break. Leaving the facility out of ratio.
According to Staff 1 (S1), Staff 2 (S2), Staff 3 (S3), Staff 4 (S4), Staff (5) and Staff (6) infant classroom is out of ratio today. According to S1, S4 and S5, there have been other days were the facility has been out of ratio due there not being enough staff present.
-Pertaining to the allegation that - Sleeping infants were left unsupervised
According to the RP- there is not enough staff available to maintain child teacher ratio at all times; therefore, causing teacher who should be supervising infants to step out of the room and leave sleeping infants unsupervised for multiple minutes.
According to Staff 1 (S1), Staff 3 (S3), Staff 4 (S4) there have been times when other daily tasks need to be done, infants who are awake need supervision, staff are taking their required breaks or staff need to prepare lunch and sleeping infants have been left unsupervised for increments of no longer than 15 minutes. According to S1, S3, S4 and S5, it is difficult for ratio to be maintained when other daily functions such as lunch preperation and required breaks need to be conducted. LPA observed the sliding door dividing the infant nap room and play room does not have a lock.
Based on the information obtained through observations and interviews, the allegation is substantiated. A substantiated finding means that the complaint is substantiated and the allegation is valid because the preponderance of the evidence standard has been met. See deficiency page (LIC9099-D).
Upon receipt, the Licensee shall post the Notice of Site Visit and the Licensing report. This report and the Notice of Site Visit shall be posted for thirty (30) consecutive days. Failure to maintain posting as required will result in a $100 civil penalty. A copy of this report shall be provided to the parents/guardians of the children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parents/guardians of any children newly enrolled at the facility for the next twelve (12) months. The LIC 9224 Acknowledgement of Receipt of Licensing Reports must be maintained in each child's file immediately upon receipt from the parent.
LPA provided Licensee with a blank copy of the LIC 9224 Acknowledgement of Receipt of Licensing Report.
A notice of site visit was given and must remain posted for 30 days.
