On October 9th, 2019 Licensing Program Analyst Lisa Rios (LPA Rios) made an unannounced visit to First Friends By the Sea for the purpose of conducting an annual inspection.
LPA Rios met with the licensee Tracie West and toured the center. Licensee Tracie Wests is listed on the facility profile as the Director but Licensee states that her daughter, who is out of town, is the Director. The center serves children 0-2 years of age and consists of a single classroom that is divided by a tension gate separating the play area and the napping area.
LPA observed age appropriate toys for the children in care, clean cribs in the napping area, a diaper changing table next to the sink with plenty of wipes and diapers for the infants in care. Two smoke detectors, a carbon monoxide detector, a large new and fully charged fire extinguisher (4-A-60-B-C), and multiple first aid kits were observed. LPA observed a fire drill log and whistle with a fire drill conducted recently, all necessary licensing postings, a refrigerator used for infant food storage which has each child's food/bottle properly labeled with child's name, a microwave for heating bottles, an air conditioner and a wall heater with a gate around it keeping it out of reach of the children. Disinfectants, hazardous items and medications are inaccessible to children through latches and locks. Trash cans have lids and diaper genies are used for dirty diapers. The bathrooms for the child care are down the breezeway to the right, there are gender specific bathrooms, the ladies room was observed with 3 toilets and 2 sinks. The facility also has 1 potty chair. There was an ample supply of toilet paper, soap and paper towels observed at the time of inspection. The bathroom equipment was observed to function properly. The outdoor area was observed. There is an area just across from the classrooms that the applicant would like to use as a portion of the outdoor area.
LPA discussed safe sleep practices with the Licensee and all blankets and toys were removed from the cribs.
LPA did a document review of files for S1, S2 and S3 and based on this review and interviews with the Licensee, S2 has been absent from the facility and won't return until 10/13/19 and S1 is working between this facility and her own Family Child Care Home. LPA also found records missing transcripts, immunization records and S3 is not associated to this facility. Please see 809D for citations issued.

The following forms were observed to be posted. The facility license, Parent's Rights Poster (PUD 393), Personal Rights (LIC 613A), Emergency Disaster Plan (LIC 610).

Senate Bill (SB) 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Update on Incidental Medical Services: Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Assembly Bill (AB) 2084: Health Beverages in Child Care: Commencing in 2010, legislation was established regarding nutrition standards for beverages served in licensed child care centers and home. Only unflavored, unsweetened, nonfat (fat free, skim, 0%) or low-fat (1%) milk can be served to children over two years of age. No beverages with added sweeteners, natural or artificial, can be served, including sodas, sweet teas, juice drinks with added sugars, flavored milks and diet drinks. A maximum of one serving (4 to 6 oz. for 1 to 6 years old) of 100% juice will be allowed per day. Clean and safe drinking water must be available at all times, including meals and snacks.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment. All appeals must be sent to: California Department of Social Services | Community Care Licensing Division, 300 N. Continental Blvd. Suite, 290-A, El Segundo, CA 90245.

Senate Bill (SB) 277 New Immunization Requirement: Beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Licensee was reminded that all infants must be placed on their backs when sleeping to prevent S.I.D.S. (Sudden Infant Death Syndrome), and that the Provider is required to wash hands after every diaper change and to never shake a baby to prevent the Shaken Baby Syndrome. LPA provide brochures will information regarding SIDS and never shake a baby to prevent the shaken baby syndrome.


Licensee was also shown how to access current information on the www.ccld.ca.gov website on how to access: Reducing the Risk of SIDs in Early Education and Child Care.



Licensee was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public.
