On 11/06/19, Licensing Program Manager (LPM) Jenny Ferreira, Licensing Program Analyst Lisa Rios (LPA) and licensing Program Analyst Karren Starks (LPA) met with licensee Tracie West for the purpose of conducting a Supervisory Meeting to discuss the compliance problems at the Infant Center.
The following citations were discussed:

· LPM Ferreira advised the licensee that the licensee could not use infant swings, excer-saucers, and walkers at the facility.

· LPM Ferreira informed the licensee that the children enrolled at the center cannot be transported from the center to the family child care home without written consent from the parents and a schedule specifying what days and times the infants are in each facility (The West Family Child Care Home 1974092 and First Friends By the Sea 197493360). The facility must maintained enrollment records for each child at all times.



· The facility was cited for not having a qualified Director present. LPM Ferreira reminded the licensee that she must always have a Qualified Director at the Infant Center facility.

Licensee presented letters of recommendation for her daughter Emily West from parents whose children attended the Infant Center. LPM Ferreira informed the licensee that the letters need to confirm that Emily West has performed the duties of a fully qualified teacher or fully qualified Director of an Infant Center. In addition, the letters must contain original signatures. LPM Ferreira offered to review such letters in an effort to determine if Miss West could be qualified as a Director. These letters are to be submitted to the Department on or before 11/16/19.

LPM Ferreira advised licensee and Miss West attend orientation for both the Family Child Care Home (on 12/10/19) and Child Care Center (on 12/11/19) at the El Segundo Child Care office. Licensee was in agreement. Should licensee need to change these dates then she needs to contact LPA Rios in advance.

The RO informed the licensee of the Child Care Technical Support Program (CCTSP). A program designed to assist providers for support in maintaining compliance with laws and regulations. The Licensee volunteered to obtain services from the Child Care Technical Support Program (CCTSP).

LPM Ferreira informed the licensee that she’s to operate her facility in compliance with Title 22 and Health and Safety Code regulations at all times. Failure to maintain compliance may result in a Non-Compliance Conference and/or a referral for legal consultation.

Licensee has been advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov.

Licensee has been made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public.
