On 11/20/19, Licensing Program Analyst made an unannounced visit for the purpose of conducting an Annual inspection and an inspection to increase the capacity of the facility. LPA received a granted Fire Clearance conducted on 11/14/19 for the increase. Residents of the home are the licensee and son (15y/o).
LPA met with the licensee, Ley Donna Richardson who had two children in care at the time of inspection. The home is a 1bd, 1ba apartment unit with living room and kitchen. LPA inspected the home inside and outside. There is a parent board just by the entrance to the home that had the required postings. Main care is provided in the living room, LPA inspected the area and observed age appropriate furniture and toys. There is a closet in the living room area that is used for storage. All electrical outlets in the child care area were covered. The wall heater in the living room was properly barricaded. The smoke and carbon monoxide detectors were observed but not tested at the time of inspection due to child care children being asleep. A fully charged 2A10BC Fire extinguisher observed. The bedroom in the home is off limits and made inaccessible by a child safety knob. The bathroom for children in care is inside the bedroom. The bedroom was inspected to ensure there were no risk to children in care. The bathroom for children in care was inspected, LPA did not observe any medications, cleaning compounds or toxins that pose a risk to children in care. The kitchen which is made inaccessible by a child safety gate, was inspected and LPA did not observe any cleaning compounds or toxins accessible to children in care, nor any sharp objects. The licensee provided LPA with proof of registration for the 1st Aid/CPR training.

Also observed the licensee's proof of immunization and waiver of influenza vaccination. First Aid Kit was observed. LPA reviewed the records for the children that were in care and they were found to be complete. Per the licensee there are no pets in the home, LPA did not observe any pets. Per the licensee there are no weapons in the home, LPA did not observe any weapons at the time of inspection.

The outdoor area which is a gated concrete area in front of the home was inspected. LPA did not observe any debris nor hazards that would be a risk to children in care.

The following was discussed:

Assembly Bill (AB) 633: Upon receipt by the licensee, licensees are to provide to parents/guardians the following: Copies of any licensing reports that document a Type A citation- this includes facility visits and substantiated complaint investigations; copy of licensing documents pertaining to a conference conducted by a local licensing agency management representative and the licensee of this family child care home in which issues of noncompliance are discussed or copies of a summary of an accusation indicating the Department's intent to revoke the facility's license. Copies of any of the above licensing documents the licensee has received in the prior 12 months shall be provided to parents/guardians of newly enrolled child at the facility.

Senate Bill (SB) 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

Senate Bill (SB) 277 New Immunization Requirement: Beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

Update on Incidental Medical Services: Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag. Licensee providing IMS. LPA discussed and provided licensee with information to update and provide the Department with a Plan of Operation.

Assembly Bill (AB) 2084: Health Beverages in Child Care: Commencing in 2010, legislation was established regarding nutrition standards for beverages served in licensed child care centers and home. Only unflavored, unsweetened, nonfat (fat free, skim, 0%) or low-fat (1%) milk can be served to children over two years of age. No beverages with added sweeteners, natural or artificial, can be served, including sodas, sweet teas, juice drinks with added sugars, flavored milks and diet drinks. A maximum of one serving (4 to 6 oz. for 1 to 6 years old) of 100% juice will be allowed per day. Clean and safe drinking water must be available at all times, including meals and snacks.

No deficiencies cited.
Based on the inspection, the facility is ready for a capacity increase effective 11/20/2019
