25 | On 09/20/2022 Licensing Program Analyst (LPA), Lisa Clayton, conducted an unannounced Annual inspection and was met by Licensee, Baila Fischer and her fingerprint cleared assistants Olga Mendoza and Shoshana Dublinsky. LPA observed 2 children in care today being supervised and cared for appropriately. The facility operates Monday through Friday 9:00am to 12:30pm. Licensee provides breakfast and lunch to children in care.
LPA toured the inside and outside for a Health and Safety inspection. This is a 4 bedroom, 4 bathroom home with living room, dining room, kitchen, breakfast area, laundry room, family room and detached garage. The garage has been converted into a playroom with a restroom. Licensee is aware that eating, sleeping and toileting are conducted in the main house.
The ON LIMIT areas are as follows: The family room (main day care room), adjacent to the kitchen, breakfast area, bathroom #4, back yard, front yard and converted garage (playroom). The playroom and the backyard have age appropriate toys and furniture. The fenced front yard backyard has grass and concrete with age appropriate toys.
The OFF LIMIT areas are: : The entire upstairs area which includes all 4 bedrooms, bathroom #1 and #2. The living room, dining room, bathroom #3, kitchen and laundry room, all of which are made inaccessible by locked doors, child safety gates and supervision.
LPA Clayton observed a pull-down fire alarm in the kitchen eating area as well as a fully charged 3:A:10:BC fire extinguisher in the kitchen. A Fire Clearance was issued in April 2022 by the City of Los Angeles Fire Department. The facility has 2 working carbon monoxide/smoke detector combos (one the main day care room and another in the playroom). The facility has adequate heating and ventilation for safety and comfort. The home has working telephone service and LPA confirmed the phone number is (323) 791-2152.
The Per the licensee, there are no firearms in the home. There are no swimming pools, ponds or other bodies of water on the property. Any detergents, cleaning compounds, medication, poisons and other hazardous items are made inaccessible to children.
Licensee ensures that children in care are supervised at all times and is aware children shall not be left in parked vehicles. Car seats are used for transportation purposes only and are not used for sleeping children. Capacity as specified on the license is being maintained.
Licensee’s Mandated Reporter Training expires March 2023 and Licensee’s CPR/First Aid certificate expires December 2023. A review of records indicates that Licensee and her assistants are in compliance with the immunization laws pertaining to child care providers. Record review indicates that all assistants are in compliance with current Mandated Reporter Training and CPR/First Aid certification.
