On 2/21/2020 at 1:00pm, Licensing Program Analyst Lisa Rios went to the Chalk Preschool of Venice (The Academy, they are in process of submitting request for name change), to conduct an unannounced 1 Year Annual Required Inspection to ensure the health & safety standards as required by regulations governing Child Care Centers are being met. Upon arrival, LPA Rios was greeted by the Director Kaitlyn Seifert, shown to an office and given a tour of the facility. The facility is set up as follows:
Inside:
There are 4 classrooms in use at this time. Each classroom has access to 2 toilets, 2 sinks, an Arrowhead water dispenser,all have required postings on the walls, age appropriate toys, proper bedding and napping equipment, ventilation, central air and heating, complete first aid kits, and 2 fully qualified teachers. The back office in the main building is used as an isolation area. LPA Rios observed 16 students with 2 teachers in the Orange Room, 16 students with 2 teachers in the Purple Room, 9 students with 2 teachers in the Yellow Room and 9 students with 1 teacher in the Green Room. There is a 5th classroom called The Blue Room that is only being currently used as a space on Thursdays for a parent/toddler class. There is a kitchen and staff lounge in the back of the main building where teachers prepare snacks for the children. Menus with portions are displayed. The children bring their own lunches that are either kept in cubicles or bins inside or outside the classroom in the entranceway. A total of 6 fire extinguishes 2A10BC were observed that had been serviced on 9/10/2019. There are working carbon monoxide/smoke alarms positioned throughout the facility and in the classrooms.
Outside:
Outdoor equipment was inspected for cushioning material, safety, age appropriateness & good repair. Required shaded areas and fencing were inspected. Play area was inspected for safety and potential hazards and inaccessibility to bodies of water. Some equipment has been made inaccessible with caution tape while new padding has been placed on the ground and needs the weekend to dry.

Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com
Please Note: We have recently made changes to our website. The general training for mandated reporters is now a required prerequisite for all the profession-specific trainings. The general training is a one-time prerequisite and needs to be completed prior to completing the profession-specific training for the first time using the updated online platform, launched in December 2018. The general training does not need to be retaken when you renew your profession-specific training certificate in subsequent years. Altogether, the general training and the profession-specific trainings meet the training requirements of the California Child Abuse and Neglect Reporting Act (CANRA), Education Code for school personnel, and Health and Safety Code for licensed child care providers.


Update on Incidental Medical Services: Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag.

Senate Bill (SB) 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.

Assembly Bill (AB) 633: Upon receipt by the licensee, licensees are to provide to parents/guardians the following: Copies of any licensing reports that document a Type A citation- this includes facility visits and substantiated complaint investigations; copy of licensing documents pertaining to a conference conducted by a local licensing agency management representative and the licensee of this family child care home in which issues of noncompliance are discussed or copies of a summary of an accusation indicating the Department's intent to revoke the facility's license. Copies of any of the above licensing documents the licensee has received in the prior 12 months shall be provided to parents/guardians of newly enrolled child at the facility.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment. All appeals must be sent to: California Department of Social Services | Community Care Licensing Division, 300 N. Continental Blvd. Suite, 290-A, El Segundo, CA 90245.

The facility was found to be in substantial compliance in accordance to Tittle 22 Regulations and Health and Safety Code Regulations.

The licensee was given a copy of the report and Notice of Site Visit.
