Allegation #1: Personal Rights - Staff did not ensure children's diapers are changed in a timely manner.

On 4/21/2023, Licensing Program Analyst (LPA), Loyce Phillips, conducted an unannounced visit for the purpose of delivering the findings on the above allegations. LPA was greeted by Director, Emily Walton. LPA toured the facility and observed 49 children in care with 10 staff.

LPA conducted the initial inspection on 2/23/2023 and secondary inspection on 3/1/2023. During the inspection on 3/1/2023, LPA observed staff members changing diapers. LPA conducted interviews with parents and staff. Staff disclosed that diapering needs are met in a timely manner and the information is shared with parents through Pro-Care. Parents that were interviewed disclosed they have no issues or concerns regarding their child’s diapering needs. Parents also stated they are satisfied with the level of care being provided. Therefore, the allegation of staff does not ensure children's diapers are changed in a timely manner is deemed Unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur.

On 4/21/2023, Licensing Program Analyst (LPA), Loyce Phillips, conducted an unannounced visit for the purpose of delivering the findings on the above allegations. LPA was greeted by Director Emily Walton. LPA toured the facility and observed 49 children in care with 10 staff.

LPA conducted the initial inspection on 2/23/2023 and secondary inspection on 3/1/2023. During both inspections, LPA observed adult scissors accessible to children in care in 2 different classrooms. Based on observations and interview statements from Staff #3, #5 and #6 it has been determined that staff left dangerous item accessible to day care children. Therefore, the allegation is deemed Substantiated. Substantiated findings mean that the allegation is valid because the preponderance of the evidence standard has been met.

Deficiencies are being cited accordance to Title 22 of the California Code of Regulations and/or Health & Safety Codes. An exit interview was conducted, a copy of this report, appeals rights and a notice of site visit were discussed and provided to Director,
