Licensing Program Analyst (LPA) Denise Miranda conducted an unannounced complaint inspection to the above facility on 11/16/2022. LPA arrived at the facility and met with Yolanda Allen, Licensee, who guided analyst on a tour of the facility. There was 1 child in care with Licensee.
During the investigation LPA interviewed Licensee, interviewed parents, obtained a copy of the children's roster, and obtained copies of supporting documentation.
Information provided by the reporting party indicates that Licensee left day care child in soiled diapers for an extended period of time, Licensee is not present in the home for a sufficient amount of time and Licensee does not treat day care children with respect.
Per Licensee, they are is providing diapers, pull-ups and wipes and a she they created a diaper log for all children in care that documents when each child needs a fresh diaper or pull ups. A copy of diaper log was obtained. In addition, Licensee stated that she and her assistants constantly check children’s diapers and change their diapers as many times will be necessary. Per Licensee, she does not have a second job and she is always present at the facility. Per Licensee, she is constantly communicating with children and

parents to help all children in care to grow and develop.
Parents #2, #3 and #4 disclosed that Licensee is providing diapers and pull-ups and had no other concerns. issues. Per Parents, Licensee is present during pick up time and drop off and were not able to inform LPA if Licensee is not present during the day. Per Parents, Licensee has good communication with their children and parents.
Children were not interviewed due to their age.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated.
The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Yolanda Allen, including, but not limited to Provider Rights, Appeal Procedures and Agencies Consultative Role.
