25 | Licensing Program Analyst (LPA) R. Derraco conducted an unannounced required 3-year inspection to the above facility on 11/30/23. LPA arrived at the facility at 9:30 AM and met with licensee, Ruth De Escolero, who guided analyst on a tour of the facility. Also present during this inspection were two assistants and liceness's son. Per Licensee, there are 18 children that are currently enrolled. There were 7 children present upon arrival.
This is a one-story home which consists of 2 bedrooms, 1 bathroom, kitchen/dining room, living room, a detached garage, front yard and backyard (fenced). The off limit areas include 2 bedrooms, front yard, and detached garage.
The main care area is located in the living room. LPA observed two couches, a flat screen television, a child sized table, child sized chairs, storage bins, age appropriate toys, an air conditioning unit built into the wall, and board games. Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted in the main care area. A children's tension gate was observed to separate the main care area from the kitchen/dining room area. The licensee states that she provides food for children in care. LPA observed a counter space used for children when taking meals, a dining table with chairs, a water cooler jug and an infant crib. LPA did not observe any sharp objects to be accessible in the kitchen area. Cleaning supplies and hornet spray were observed to be stored above the refrigerator. LPA reminded licensee that poisons need to be locked, not just made inaccessible. LPA advised licensee that a citation under California Code of Regulation (CCR) section 102417(g)(4)(A) will be issued. A second tension gate was observed to separate the kitchen/dining room area from the hallway leading to the off limit bedrooms. Both doors to the off limit bedrooms were observed to be closed. The bathroom designated for children in care was observed to have an operable sink, faucet and toilet. Locks were observed beneath the bathroom sink. The outdoor play area is located at the side of the home and the backyard. Children access the outdoor play area by exiting out the front door and walking to the side of the home through a gate.
