13 | Licensing Program Analyst (LPA), V. Wheatley conducted an investigation regarding the above allegation. LPA met with the licensee via Zoom on September 21, 2020 due to Covid-19. On that day, LPA explained the allegation which the licensee denied.
During the investigation, LPA Wheatley interviewed the reporting party, the two staff and other witnesses. LPA interviewed the licensee who denied allegation. Licensee states the child left the premises with the parent and the parent did not report any injury to the licensee during pick up. The staff denied the allegation. LPA interviewed a Hawthorne Police Officer who provided photos of the child. The police officer did not provide information to substantiate the findings.
Based on the investigation, and interviews which were conducted, there is not a preponderance of evidence to substantiate the allegation, therefore the allegation is unsubstantiated. Unsubstantiated: A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the allegations occurred.
