25 | Licensing Program Analyst (LPA) Martha Vasquez conducted a case management inspection to the aforementioned facility for the purpose of verifying the operation of a family child care home and to ensure the health and safety standards as required by regulations, statues, and requirements governing California family child care homes. Upon arrival to the facility, LPA met with Marina Arutyunyan, Licensee. LPA observed no children in care at this point of the inspection. LPA call the Department's Language Links service for Russian interpretation. LPA toured the facility indoors and outdoors with the licensee at 8:55 AM, 4 children arrived at the facility shortly after; 1 of whom was an infant. According to the licensee the facility’s days and hours of operation are Monday - Friday, 7:30AM - 6:00PM. Residents at the facility is herself, husband, and adult daughter. The following was observed during the tour inside and outside of the facility:
The home is a one story single-family house at includes:
- 1 front yard which includes a driveway - off limits.
- 3 bedrooms located near the main hallway area - 2 bedrooms on the left hand are off limits. The other 1 bedroom on the right hand side is on limits for the children to nap. LPA observed 8 children beds in this on limit bedroom.
- 2 bathrooms - 1 bathroom in the main hallway area was observed to be off limits. 1 half bathroom near the entrance of the home was observed to be on limits.
- 1 kitchen - off limits.
- 1 attached garage near the front yard which includes a laundry area - off limits.
- 1 living room / dinning room combo area - on limits. According to the licensee, this is where primary care is provided.
- 1 backyard - on limits.
- 2 side yards - off limits.
