Licensing Program Analyst ( LPA) SIlva Garibyan conducted an announced Pre-licensing ( Change of ownership) inspection to observe the new facility for Magical Years Children's Academy . On 12/06/2019 at 10:50 am LPA Garibyan met with the director, Khariah Ford, who provided LPA a tour to observe the facility for pre licensing. Application was submitted for a Preschool license. Control of property was verified with a copy of the Commercial Lease Agreement. The fire department has granted the fire clearance for the capacity of 50 preschool children. Fire Clearance granted on 11/29/2019 by Inspector Brian Bunker, LA City Fire Department.
LPA toured the facility inside and outside. The preschool will use 4 classrooms, The Director's office will serve as an isolation room for sick children and they will have access to the staff bathroom. The program operates from 7:00am to 6:00pm. The children's bathrooms are located between the classrooms

Preschool indoor measurement:

Classroom 1 (Yellow) : (24 x 15.7) + (15.4 x 12.6 ) = 570.84 sq. ft.
Classroom 2 :( Purple) 12.6 x 12.9 = 162.54 sq. ft.
Classroom 3: ( Green) (14.8 x 10.7) + ( 20 x 11.4) = 386.36 sq. ft.
Classroom 4: ( Blue/Orange) ( 11.7 x 13) + ( 10 x 11.6) + ( 17.5 x 21.5 )= 644.35 sq. ft

Total indoor capacity for the preschool is 570.84 + 162.54 + 386.36 + 644.35 = 1,764.09 /35 = 50 children

Total:4 toilets and 5 sinks

The outdoor spaces ( front and back) are completely fenced in and there are no bodies of water. There is a shaded area.

Preschool outdoor measurement:

Back yard : (55.6 x 77) - ( 28 x 21.8) - (10 x 20) = 3470.8 sq. ft
Front yard: ( 46 x 50.6) + ( 37 x 13 ) = 2808.6
Total Outdoor Space : 6279.4 / 75 = 83 children

Napping Equipment: Cots and mats are available for children in care. Cots and mats are equipped with sheets. Children will nap in individual classroom and napping equipment can be properly stored for safety.

Staff/Children Files: LPA observed all CCLD forms (blank) in files. Staff files were observed with sections for personnel, qualifications and evaluations. Children files were observed with sections for admissions agreement, immunization, medication consent, and authorizations.

The facility will provide lunch and two snacks. Menus are posted. There is a full service kitchen on site. The kitchen is equipped with a refrigerator, freezer, stove, sink and microwave oven. The kitchen has cold and hot running water. The kitchen will be off limits to children in care. The kitchen is adjacent to the director's office.

Postings: LPA observed bulletin board outside the director's office for parents. Bulletin board will contain school updates and required postings by licensing (Facility License, Emergency Disaster Plan, Parents Rights Poster, Personal Rights Form)

Medication: All medication will be located in the kitchen ( in the First Aid cabinet).

LPA observed the facility to be gated all around, safe, sanitary and in good repair. Isolation area is located in Directors office and equipped with a mat and cot for ill children.

The following was discussed during this inspection:

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Incidental Medical Services Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering EpiPen Jr. and EpiPen or other Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Carrying out medical orders when the child’s physician has determined that a layperson can be trained and safely carry out the orders.



Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis, and measles. Influenza waiver was discussed.

Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Volunteers are encouraged but not required to take the training. Website: www.mandatedreporterca.com

Licensee was reminded it is the licensee’s responsibility to know the regulations as well as anyone who assists in providing care. Licensee was advised on how to access quarterly reports, forms, and regulations for Child Care online at www.ccld.ca.gov. Licensee was also encouraged to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations.

The licensee has been informed that all employees must be associated to the facility. If the licensee fails to have proof of a fingerprint clearance or fails to associate a previously cleared individual to the facility, a civil penalty of $100.00, per day the person has been present, will be assessed. The first violation is subject to the penalty for up to five days. If there is a subsequent violation in a 12 month period, the fine will continue for up to 30 days. The "Notification of Parent's Rights" (PUB394) was discussed with the licensee and the licensee was advised that it must be posted in an area of the facility accessible to parents.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public.
