On 09/23/19 Licensing Program Analysts Karren Starks and Lisa Rios made an announced visit for the purpose of conducting a Pre-Licensng inspection. LPAs were met at site by Dorothy Jones, Education Coordinator and Asst. Director, LaShonna Grant. LPA’s toured the facility inside and outside. The facility consists of 2 instructional classrooms, kitchen, bathrooms and an office area. LPA’s reviewed licensing board at the entrance to ensure that all required postings were displayed. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children will be signed in/out in their respective classroom. The facility will two half day programs (8-11:30 & 1-4:30) and 1 full day (8:30am - 4:30pm).

Food preparation area was inspected for safety, cleanliness, proper equipment & protection against contamination and storage. The kitchen was found to have hot running water and proper food storage temperature. Food will be delivered to the site daily by Tender Loving Care (TLC) food service, for breakfast, snacks and lunches which will be prepared for serving in the kitchen. Disposal of food/debris was discussed. Storage areas were inspected for toxins/cleaning compounds inaccessibility. Allergy list will be posted in the kitchen and each classroom.



Incidental Medical Services (IMS) will be provided, with an updated plan of operation on file. Staff has current First Aid/CPR and Mandated Reporter Training, along with proof of immunization.

Inside:
All classrooms have working carbon monoxide detector, fully charged fire extinguishers were observed. First Aid kits, emergency supply bags, toys and play areas that are age appropriate, drinking water is readily available, along with trash cans with lids. LPAs observed cubbies for children’s belongings. The staff office area will be used for isolation of ill children. Napping equipment observed. All electrical outlets were covered.

CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Mandated Reporter: Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. LPAs observed the bathroom for children in care which is located adjacent to classroom B, just across from the office area. There were a total of 4 toilets and 4 sinks observed with a sufficient supply of toilet paper, soap and paper towels. Two sinks inside the bathroom and two faucets in a trough like sink outside the bathroom.

The outdoor area which is fully gated was inspected. The area has a climbing apparatus with proper cushioning beneath. LPAs observed a decal with the age usage for 2-5 year olds. LPAs observed outdoor tables with an area for shade. Drinking water will be made readily available during outdoor play.

The measurements for the facility are:
Classroom A/B : 38.08 X 16.00 = 609.28 divided by 35 Total 17.4
Classroom C: 50.00 X 16.00 = 800. divided by 35 Total 22.8

Outdoor Area:
71.0 X 72.0 = 5112.00 divided 75 Total of 68.16 children

Therefore the facility requested and received a granted Fire Clearance for 42 children, but based on the measurements taken the facility can have a capacity of 40 children indoors and the playground with a total of 68 children.

Senate Bill (SB) 792: This bill, commencing September 1, 2016, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles.
Senate Bill (SB) 277 New Immunization Requirement: Beginning January 1, 2016, personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.
