1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 12/21/2020 at 10:32 a.m., Licensing Program Analyst (LPA) Escobedo held a prelicensing visit via Facetime with Applicants, Irene Olshanksy and Marina Olshansky. Due to the COVID-19 Pandemic health and safety measures, the prelicensing visit took place via Facetime. Applicants have submitted an application to combine 3 licensed facilities (197494289, 197494318 and 197494316) onto one license, 197494316. The requested capacity is 116, which includes 11 toddlers and 105 preschool-age children. The child care facility will operate Monday - Friday, 6:30 a.m. - 6:00 p.m. The fire clearance was approved on 12/15/2020 for 116 children. All 3 licensed facilities (197494289, 197494318 and 197494316) received their license in February 2020. The facility, 197494316, submitted an application in March 2020, to combine all 3 licenses onto one license and increase the toddler capacity to 11 versus 10 toddlers. Per the LIC 809 - Prelicensing report for the facility located at 4946 W. 20th Street, Los Angeles, CA. 90016 and dated 01/24/2020, the indoor space measured 1,052.34 square feet, allowing for 30 preschool-age children and the total outdoor playground space measured 2,822.20 square feet, which allows for a total of 37 preschool-age children. This building has 3 sinks (trough sink) and 4 toilets. Per the LIC 809 - Prelicensing report for the facility located at 4950 W. 20th Street, Los Angeles, CA. 90016 and dated 01/28/2020, the indoor toddler space measured 359.45 square feet, allowing for 10 toddlers and 1,111.91 square feet, allowing for 31 preschool-age children. Per the LIC 809 - Case Management Report dated 02/14/2020, the total outdoor playground for toddlers measured 856.18 square feet, which allows for 11 toddlers. The outdoor play space for preschool-age children measured 2,982.19 square feet, which allows for a total of 39 preschool-age children. This building has 3 sinks and 3 toilets. Per the LIC 809 - Prelicensing report for the facility located at 5005 W. 21st Street, Los Angeles, CA. 90016 and dated 01/24/2020, the indoor space measured 1,544 square feet, which allows for a capacity of 44 preschool-age children. The outdoor play area measured 2,526 square feet, which allows for a capacity of 33 children. This building has 3 sinks, 3 toilets and 1 urinal.

On 12/21/2020, LPA Escobedo observed measurements of the toddler indoor space by Irene Olshansky and Marina Olshansky, labeled Room 2 and located at 4950 W. 20th Street, Los Angeles, CA. 90016 to be 388.35 square feet, which allows for a capacity of 11 toddlers.

The total indoor preschool space is 3,708.25 square feet, which allows for 105 preschool-age children.

The total outdoor preschool space is 8,330.39 square feet, which allows for 111 preschool-age children.

The total indoor toddler space is 388.35, which allows for 11 toddlers.

The total outdoor toddler space is 856.18 square feet, which allows for 11 toddlers.

The total number of sinks is 9. The total number of toilets/urinals is 11.

Morning drop-off for the preschool program will occur at the 4946 W. 20th Street building. If arriving after 9:00 a.m., children will be dropped off directly in their assigned classroom. Toddlers will be dropped off directly in the toddler room, located at 4950 W. 20th Street. Toddler children will not commingle with preschool-age children.

The isolation area is located at the 4946 W. 20th Street building, in the main office, which is equipped with a cot for the ill child.

LPA Escobedo observed that the facility and floors to be safe and clean. The facility has central air conditioning and heating available. Due to the COVID-19 pandemic, the facility maintains doors open, to allow for proper ventilation of the classrooms.

Play equipment and materials were age-appropriate. Drinking water is available for children both indoors and outdoors. First-aid kids which are available in classrooms, playgrounds and main office, and inaccessible to children in care, are equipped with bandages, thermometers, adhesive tape and antiseptic solution.

Cots, which are in good condition, are available for each child in care.

Outdoor play spaces are equipped with shaded rest areas for children. The play structures are age-appropriate.

The kitchen is made inaccessible to children in care by the use of a lock. The facility provides a mid-morning and mid-afternoon snack and lunch. Cleaning products and knives are located in cabinets or drawers with child safety locks.

Rooms 1-3, Play Yard 1 and Toddler Yard are located in the building located at 4950 W. 20th Street.

Room 4 and Play Yard 2 are located in the building located at 4946 W. 20th Street.

Rooms 5-8 and Play Yard 3 are located in the building located at 5005 W. 21st Street.

Rooms 5-8 are currently not in use and are undergoing remodeling. It is estimated that they will be ready for use January 4, 2021.

Based on the measurements of the indoor and outdoor space and available toilets and sinks, the facility capacity that shall be granted is for a total of 116, of which 105 are preschool-age children and 11 are toddlers.

An exit interview was conducted with Applicants. Final license determination will be made upon review by the Licensing Program Manager This report will be scanned via e-mail to Applicants, who understand that by printing and signing the report and scanning it back to LPA Escobedo, they acknowledging receipt of the report.
