Licensing Program Analysts (LPAs) Jeanette Estrada and Anthony Padilla conducted an unannounced 3 year Required Annual Inspection. This is a preschool program located at Collin P. Kelly K-8 School. LPAs met with Lead Teacher Samantha Chavera, who provided a tour of the preschool classroom. LPAs provided the Facility Entrance Checklist to the Facility Representative. This is a full day preschool program consists of one classroom and serves children ages 3 years to 5 years old. The hours of operation are Monday - Friday 7:45 AM to 2:45PM. LPAs observed a total of 11 children and 3 staff. LPAs observed required posted documents in the facility. All areas used by children were inspected. The classroom was inspected for cleanliness and good repair. The floors were observed to be clean, and lighting was in operable condition. There were age-appropriate toys and equipment. Children bring their own water bottles, and they are refilled from a water dispenser at the facility if needed. Each child has their own cubby/storage area. Cleaning supplies are stored in locked cabinets inaccessible to children. LPAs observed napping cots available for children. Per Facility Representative, sheets laundered weekly. The isolation area is in a section of the classroom, separated from other children in care. Ill children may use one of the restrooms in the classroom. There are two restrooms available for children in the classroom. Each restroom has one toilet and one sink. There are two additional sinks available outside of the restrooms. All restrooms were observed to be in clean and in operable condition. The facility has a hard wired fire alarm installed throughout the classroom. LPAs observed a Fire extinguisher which indicated fully charged. LPAs toured the outdoor play area. Outdoor area was observed to have age-appropriate toys and materials for children and was observed to be free of loose, sharp, and/or pointed parts. Outdoor drinking water is provided via water bottles. LPAs observed that gate where parents enter the facility is easily accessible in the outdoor play area. LPAs advised that gate area shall be properly supervised. The facility administers prescription medication when required. Medication is stored in a locked cabinet in the classroom. Sign in sign out sheets were reviewed. Children present were signed in.The facility provides breakfast and lunch. Meals are prepared in the kitchen in the main school. LPAs inspected the food preparation area and observed it to be clean and in operable condition. LPAs observed allergy information posted in the classroom.

Page 2__LPAs confirmed with Cafeteria Supervisor that allergy list is also available in kitchen. Children's records were reviewed and contain the required documents.Complete staff records are not kept at the facility. LPAs reviewed the following records: Staff 1 - Mandated Reporter training certificate completed 3/29/23, Teacher Permit valid 1/2023 to 2/2028, proof of immunization against pertussis and flu, and a TB clearance. Staff 2-American Red Cross issued pediatric first aid/cpr certification completed 7/15/22. Staff 3-mandated reporter completed 3/21/23. Staff Records are held at the Compton Unified School District Early Childhood Education Program office. A full review will be conducted during a separate visit.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
