On 03/03/2025 Licensing Program Analyst (LPA) Jillinda Chandler made an unannounced visit to the Brella Playa Vista Preschool, located at 12746 W. Jefferson Blvd. # 3-3100, Los Angeles, CA. 90094. The purpose of todays visit was to inspect the center for Title 22 and Health and Safety compliance due to the center's request for a six month temporary increase in capacity per Executive Order N-2-25 (EO N 2-25). EO N-2-25 allows a waiver of capacity requirement statues and regulations, to accommodate families that are displaced due to the California wild fires.

The center has a current capacity of 32 infants ages 3 - 24 months and wishes to temporarily increase their capacity by 4 children for a maximum capacity of 36. The center also has a pre-school program located in the same space (197494348).

As of todays visit there was not an approved fire clearance, the increase will be pending determination of the fire department

LPA met with Kimberly Kern the center's director. A tour of the center was provided and the following was observed:

LPA observed 30 infants under direct supervision of 9 staff members. The center has provided a staff roster with a surplus of staff to meet the required staff - to - child ratios.

The center was clean, age appropriate equipment and furniture was observed in good repair. An adequate amount of cots were observed for napping. There were 12 cribs observed for infants unable to sleep on cots. LPA observed no lighting in the infant's napping area in room # 5 , director was advised that soft lighting be provided in the napping area, allowing staff to observe infants sleeping conditions. Changing tables within arms reach of a sink were observed.

Fire alarm system and carbon monoxide detectors were observed throughout the center. The center has a mass evacuation plan for each classroom and first aid kits with the required essentials. Center has an Incidental Medical Plan.

The center currently has an outdoor activity space waiver on file. The director was reminded that ratios and limited capacity requirement shall be followed at all times. The outdoor activity space was enclosed with a 4 foot or higher gate, and there were two indoor activity areas designated as indoor/outdoor activity space. There were no bodies of water observed on the premises or hazardous conditions during todays inspection.

Meals and snacks are provided by parents, or purchased from the center. LPA observed an adequate amounts of pre-packaged meals, and snacks. Refrigeration was observed for infant bottles, the refrigerator needed a thermometer.No contaminated or spoiled foods were observed during todays inspection.

The conditions of the waiver were discussed including but not limited to teacher / child ratios, and proper care and supervision. The waiver shall be pending determination of the fire department and shall be valid for six months following approval of the licensing department. The director was reminded that if granted, except in instances in which the waiver applies, licensee shall maintain compliance with Title 22 Regulations and Health and Safety codes at all times.

THE FOLLOWING INFORMATION WAS ALSO DISCUSSED DURING TODAYS INSPECTION:

Criminal Record Clearance - Child Care Centers facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The child care center's location was constructed after January 10, 2010.


Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Safe Sleep - LPA discussed the safe sleep regulations with or facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and resources/safe-sleep as an additional resource.

LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
