Licensing Program Analyst (LPA), V. Wheatley conducted a prelicensing inspection for a new license. LPA met with applicant and Program Director, Stacey Scarborough, Consultant Keena Mosley and director Chasiti Neal The applicant is requesting 42 capacity. The program will be a full day program with hours of 8am to 4pm. LPA toured and inspected the facility according to the facility sketch. The child care center is located on the premises of Hawthorne United Methodist Church. There is a lease agreement between the applicant to and the church.

LPA inspected a total of four classrooms. Furniture and equipment were inspected for age appropriateness and good repair. LPA observed several age appropriate toys and educational materials. The telephone service, heating, lighting, and ventilation is adequate. The entire building is equipped with central heating and air conditioning. The electrical outlets are inaccessible. LPA observed cubbies for children's belongings and first aid kits in every classroom. LPA observed trash bins with lids and drinking water containers. LPA observed cots and bedding for napping. The staff understands the bedding cannot touch another child's bedding. The staff will launder the bedding. There is a washer and dryer on the premises.

LPA discussed supervision, ratios, educational requirements, earthquake/fire drill emergency procedures, discipline policies, adult immunization's and mandatory training for mandated reporters. LPA observed alarms on the doors as prevention and video cameras. The staff will use the restroom in lounge area. The parent board has all of the required documents posted. The director has heath and safety/CPR/first aid which expires June 2020.

This applicant provided an Incidental Medical Services Plan– IMS. LPA inspected a lounge with a refrigerator and food preparation area. The kitchen has a sink and microwave. The children will be served breakfast, lunch and afternoon snack. The food service will be provided be catered by TLC. LPA observed menus posted. The juice will be 100% and milk 1%. There will be additional food on the premises for emergencies. The food allergies will be posted in the classroom and in the kitchen. The detergents and chemicals will remain separate from the food.

LPA observed a diaper changing area in each classroom. There is diaper changing policy posted. The staff will provide diapers and wipes. LPA observed 4 toilets and 4 sinks. Total capacity for toilets and sinks = 60 capacity. LPA observed a portable sink in Classroom 3 which will be filled and emptied by janitorial services daily.

Outdoor equipment was inspected for health, safety, cushioning material, good material, good repair and age appropriateness. LPA observed two outdoor play areas. There is an age appropriate play structure with safety cushion. LPA observed a large canopy for shade. The other outdoor play area is paved play area near the classrooms. Drinking water will be brought outside for children to freely drink. There are no bodies of water.
