On 09/04/2020 at 10:30 a.m. Licensing Program Analyst (LPA) Escobedo conducted an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 Regulations governing California Family Child Care homes will be met by the Applicant, Rahmath Khalid. Fire Safety Inspection Request (STD 850) clearance was granted on 08/20/2020. LPA Escobedo met with Applicant and her husband, Saad Suhail.

LPA Escobedo toured the interior and exterior of the facility, which also operates as a church. Upon entering the facility via the front entrance, LPA Escobedo observed a bookcase to the left of the entrance, which lies against the corner of a wall that measures approximately 10 feet tall. This area also has display cases filled with books. LPA Escobedo also observed stacked tables and boxes in this area.

The hallway leading to the boys and girls restroom leads to the church office. LPA Escobedo observed accessible cleaning products and liquids in the girl's restroom. LPA Escobedo observed outlets without safety covers in the child care areas. LPA Escobedo observed exposed conduit cable boxes in the facility. LPA Escobedo observed stained ceiling tiles, with brown spots. LPA Escobedo observed a broken wooden bench leading to the outdoor play area. The play area is currently under construction. Per Applicant, an outdoor play structure has been ordered and is awaiting delivery.

At 11:00 a.m. LPA Escobedo informed Applicant that LPA Escobedo would not be able to complete the prelicensing visit, as the facility has upgrades and changes to make to the interior and exterior of the facility to ensure the safety and health of the children in care.

the next prelicensing visit:
  • Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children, shall be stored where inaccessible to children.

  • All outdoor and indoor areas and passageways are to be kept free of obstruction.

  • The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. Facility to repair stained ceiling tiles. Facility to cover conduit cable boxes. Facility to install outlet safety plugs.

  • Facility to make unlicensed areas of the church inaccessible to children in care at all times.

  • Furniture and equipment shall be maintained in good condition, free of sharp, loose or pointed parts.

Due to the COVID-19 pandemic, LPA Escobedo did not complete the LIC 809 report at the facility. An exit interview was conducted by telephone with the above items discussed and a copy of this report was emailed to the Applicant with instructions to reply to the email, which will serve as a signature. Final license determination will be made upon review by the Licensing Program Manager and correction of the above issues.
