13 | On 08/25/2023 at 10:11a.m. Licensing Program Analyst (LPA) Doris Whitmore conducted an unannounced visit for the purpose of delivering findings for a complaint investigation regarding the allegation above. LPA spoke with Marian Ratnayake and there were 18children and 3 staff at the time of the visit.
On 6/05/2023 at 8:46a.m. LPA Whitmore initiated the complaint investigation and met with the Licensee Marian Ratnayake. LPA toured the facility indoors and outdoors, observing proper teacher/child ratios with 25 total children in care and 3 Teachers. LPA observed the children and teachers in each classroom. Room 2-10 children and 1 teacher, Room3- 5 children and 1 teacher, and Room 4-11 children and 1 teacher. LPA obtained the following documents, Roster, Sign in Sheets, Class Schedules and Timecards.
The Department conducted a full investigation, which included staff interviews, interviews with relevant parties, as well as a record review including documentation as related to the allegation. LPA did not observe, nor was information provided via interviews that provided sufficient evidence to substantiate the allegation staff do not maintain proper teacher child ratios. Although the allegation may have happened or is valid there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is deemed unsubstantiated. An exit interview was conducted, a copy of this report, appeal rights along with Notice of Site Visit was provided.
