On 8/28/2020 Licensing Program Analyst (LPA) Jillinda Chandler met with Stephanie Retherford (authorized agent of (The Learning Experience-TLE) for the purpose of conducting a pre-licensing inspection. The applicant is requesting to operate an infant center with a capacity of 32 children ages 0 to 2 years of age. LPA Chandler was provided a tour of the facility. The facility will operate a combination center consisting of an infant and preschool program (197494606).

Children will be signed in and out using an electronic FOB device at the front desk and parents will escort the children to their classrooms. The center provides meals through a private vendor, weekly menus were posted along with the required posting in a common area for parents and visitors view. LPA observed a separate room by the front desk to be used for isolation of ill children and these children will use the staff restroom during this time. The center has a full kitchen for food prepping and a laundry room for soiled linen or clothing.

Rooms observed for the infant program consist of the infant room and 2 toddler rooms. The following was observed of the class rooms, they were equipped with: fire extinguishers and carbon monoxide detectors, first aide kits with the required supplies; bandages, tweezers, scissors and thermometers, trash cans with tight fitting lids, central air and heating and adequate lighting, cubbies for children's belongings, refrigerators were also observed in these classrooms for formula and food storage.

The infant room is dedicated to children newborn to 12 months consist of 8 regulated standard size cribs in good repair, LPA discussed safe sleeping practices with the applicant, the applicant explained to LPA that the will use sleeveless nap sacks instead of blankets, and infants are to sleep on their back until they are able to turn over on their own. LPA informed the applicant that the sleeping area should be separate from the activity area and afford napping infants a quiet area per Title 22 section 101438.3, during todays inspection there was no separation of the activity area and napping area. Also observed were 4 high chairs, a changing table within arms reach of a sink, and a isolated room for lactating mothers to provide feedings to their infants.

Carpets and furniture were age appropriate and in good repair. There were no toilets observed in this classroom.

Toddlers rooms A and B were observed; these class rooms shall be dedicated to children ages 12 months to 23.9 months. Age appropriate furniture, toys and other developmental equipment were observed in good repair.
Room "A" has 2 toilets and 4 sinks with a changing table within arms reach of one of the sinks; room "B" has 1 toilet and 3 sinks; for a total of 7 sinks (1 sink per 15 children = 105 children) and 3 toilets ( 1 toilet per 15 children = 45)
  • The infant room measured a space of 137.= 4 children
  • Toddler room "A" measured a space of 444.5 = 13 children
  • Toddler room "B" measured a space of 464.7 = 14 children

for a total of 1046.15 divided by 35 SQ. FT. per child = 29 children

The outdoor activity area was observed, there were a total of 5 yards separated by 4 inch fencing; infants will utilize yard number 1, this yard is located directly in front of the main exit (to the yard) the yard consist of a play house and one climbing apparatus.Resilient cushioning, in good repair was observed beneath all fall zones, shading and water was available. LPA did not observe any hazardous conditions that would pose a health or safety concern.

The infant yard measured 2383.5 divided by 75 SQ.FT. = 31 children.


The infant program shall be recommended for licensure with a capacity of 29 based on the indoor square footage.

Due to the current covid 19 pandemic a copy of this report shall be emailed to the applicant for review and signature. A read receipt of the email will confirm receipt of the report and a printed and signed copy shall be mailed back to the local regional office.
