Wheatley met with applicant and Program Director Nicole Lee, Curriculum Director Monica Kim and church education director Howin Song for the purpose of conducting a prelicensing inspection for a new license. The applicant is requesting a preschool license for 60 children of which 20 toddlers is requested. The facility is located on the premises of a church. The facility was inspected by the Los Angeles City Fire Department and granted a fire clearance. The facility is equipped with fire extinguishers. The staff will conduct fire drills and earthquake drills on a regular basis. The drills will be logged. LPA measured (5) preschool classrooms and (3) toddler classrooms. The classrooms are set up for operation. Classroom 1 - near the front of the building measured 435 square feet = 12 capacity Classroom 2 - measured 445 square feet = 13 capacity Classroom 3 - measured 625 square feet =18 capacity Classroom 4 -measured 372 square feet = 11 capacity Classroom 5 -measured 413.96 square feet =12 capacity = 66 Preschool Capacity The toddler classrooms measured the following: Classroom 1 near the staff lounge measured 402.05 sq. ft. = 12 capacity Classroom 2 measured 423.44 sq. ft. = 12 capacity Classroom 3 measured 423.44 sq. ft. = 12 capacity =1,248.93 / 35 Toddler Capacity

LPA inspected two restrooms near the Toddler Program. The men restroom will be used for the staff. The girls restroom has three (3) toilets and three ( 3) sinks. Total capacity for toilets and sinks for Toddlers = 45.

LPA observed one restroom for classroom #4 and #5 with one toilet and one sink. Classroom #3 has two restrooms. The children in rooms 3, 4, and 5 will use this restroom. There is an outdoor yard entrance. Girls restroom has 3 toilets and 1 sink and the boys restroom has 1 toilet, 1 sink and 1 urinal. There are two sinks in the classroom. One toilet and one sink needs repair.
Total capacity for toilets and sinks for preschool = 60 capacity

LPA Wheatley measured the outdoor play space. There are three areas. There is a large playground in front of the classrooms #1, #2, #3. There is a yard in the middle near classroom #4 and #5. There is a separate yard for the toddlers.

The large yard measured 2896 square feet = 38 capacity
The middle yard measured 1896 square feet = 31 capacity
The toddler yard measured 1700 square feet = 23 capacity
Total outdoor space is = 92 Capacity
There are shade and rest areas.

LPA inspected the kitchen which will be used to prepare snacks. LPA observed a fully equipped kitchen with refrigerator, stove, microwave, and sink. This kitchen is near the toddler program. The room adjacent to the kitchen will be used for the staff.

A license may be granted for 60 capacity when the following corrections are made and approved.
1. Make all drinking fountains inaccessible.
2. Make all electrical outlets inaccessible.
3. Child proof gate at exit near the Toddler Program.
4. Child proof gate at the stairs near office.
5. Install latch/lock for closet in toddler room with AC unit.
6. Make all cords or wires inaccessible.
7. Repair sink and toilet in Classroom 3
8. Make the gutter hose and sand bags inaccessible.
9. Remove paint from closet in room 4.
10. First aid kits for use.
11. Emergency kits and emergency food and water.
12. Signs for Toddler restroom and Hand washing.
13. The carbon monoxide detectors will be installed in every classroom.

The equipment must be arrange to accommodate the children to be 3 feet apart. The Covid-19 signs must be posted at the entrance for parent to view when dropping off and picking up their children. There must be face masks, cleaning supplies, disinfectant and a touch-less thermometer on the premises. There must be age appropriate toys outside for children to play individually due to Covid-19. The drinking fountains must be made inaccessible and not used during this time.

The applicant will complete the correction within two weeks. LPA will conduct another inspection.

A copy of this report will be emailed to the applicant and a read response is required.
