Licensing Program Analyst (LPA), V. Wheatley met with applicant/representative Kathryn Kang also known as Katie Kang at 2PM and conducted a prelicensing inspection for the purpose of a new license. The applicant is requesting a license for 75 school aged children. The classrooms are all upstairs. The name will be changed to Tuvia School of Temple Menorah as their is a preschool licensed currently on the premises.

LPA and applicant followed Los Angeles County Guidelines in regards to Covid-19. LPA observed the Covid-19 signs posted at the entrance, health screening and temperature check procedures. The staff will use electronic sign in and out procedures.

The facility was inspected by the Redondo Beach Fire Department and granted a fire clearance. The facility is equipped with fire extinguishers, carbon monoxide detectors and smoke detectors. The staff will conduct fire drills and earthquake drills on a regular basis. The drills will be logged.

LPA observed adequate lighting and ventilation. The classrooms do not have a heat source however will use safe electrical heaters. LPA observed individual desk and chairs. Age appropriate equipment were observed. No cloth items are allowed at this time. LPA observed cubbies for the children's belongings. LPA observed cleaning supplies and disinfectant which is kept out of the reach of children. LPA observed a first aid kit. Drinking water (bottles) is provided for children to freely drink.

LPA inspected the kitchen which is used for preparing food for the children. The food is served separately and individually. The kitchen is off-limits and the door will remain closed at all times.

LPA inspected and measured the four classrooms and a separate room, The Garden Room adjacent to a patio upstairs. The classrooms 6, 7, and 8 have a barrier that can be used to separate the classroom.

LPA measured the classrooms as follows:
Classroom 6 measured 572 square ft.
Classroom 7 measured 572 square ft
Classroom 8 measured 569 square ft (minus the encumbered space)
Classroom 9 measured 546 square ft (minus the encumbered space)
= 2259 = 65 capacity

LPA measured the Garden Room which is near the outdoor play space. This room has its own outdoor patio attached. This room has a sink, refrigerator however no food will be prepared in this room. This room has central heating and air conditioning. This room measured 820 square feet minus encumbered space = 23 capacity.

LPA also measured a very large social hall which is also upstairs. The social hall has age appropriate equipment such as ping pong tables. This room measured 3672 square feet = 105 capacity

LPA inspected the children's restrooms. The restrooms are gender specified. LPA observed girls restroom 4 toilets and 2 sinks. The boys restroom 2 toilets, 3 sinks and 3 urinals. Total capacity for toilets, sinks and urinals =75 capacity

LPA inspected the Outdoor Play Space. The large middle area measured 5195 square feet minus encumbered space (2 planters). The covered area near the 10 commandments measured 728 square feet. The area near the emergency exit measured 300 square feet. The patio adjacent to the Garden Room measured 393 square feet.

The total capacity for indoor activity space is = 192 children.
The total capacity for outdoor play space is = 88 children.

  • The "Notification of Parent's Rights" (PUB394) was discussed with the licensee and the licensee was advised that it must be posted in an area of the home accessible to parents.
  • Children's forms will be completed by authorized representative prior to enrollment and kept separately.
  • Applicant was made aware of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects to disseminate information on the State’s licensing role, provide information to the public and parents on childcare licensing, and provide many other helpful resources to the licensees and the public.   • Commencing September 1, 2016, SB 792, prohibits a person from being employed or volunteering at a child care facility or family day care if he or she has not been immunized against influenza, pertussis and measles. Exemption were also discussed.
  • Beginning on January 1, 2018, AB 1207, requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years.   • Child Care Quarterly updates will be read as they come out, to stay informed of any changes or updates to statutes and regulations.
  • Unusual incidents will be reported to the department within 24 hours and written on LIC 624 within 7 days.
  • LPA discussed AB633 and informed applicant that upon receipt of a Type A deficiency, the applicants shall post and provide copies of this licensing report (LIC 809 or LIC 9099 and copy of LIC 9224) to parent/guardians of children in care at the facility and to new parents/guardians of children enrolled at the facility during the next 12 months. If these requirements are not met, civil penalties in the amount of $100 per violation will be assessed.

Based on today's observation and measurements, a license will be granted for 75 capacity when the follow corrections are completed and submitted to the department:

1. The sandbags around the outdoor tables will be arranged for the children's safety.
2. A sign place on the kitchen door to reflect off limits.
3. Covid-19 signs will be placed in the required areas.

An exit interview was conducted. A copy of this report will be provided to the applicant by email via read receipt.
