On 4/1/2022 at 9:30AM, Licensing Program Analyst (LPA) Lillian Casillas conducted an announced Pre-Licensing Inspection. LPA met with Applicant, Brianna Luff Snyder, and Imsharaf Minahi (Assistant) who guided LPA on a tour of the inside and outside of the home. LPA observed 0 in care. Hours of operation are scheduled for Monday through Friday, 6:00AM to 7:00PM.

Applicant is applying for a Large Family Child Care Home with maximum capacity of 14 children with an assistant, ages 18 months to 6 years old.

This is a single-story home with 4 bedrooms, 3 bathrooms, living room, dining room, kitchen, laundry room, office, front yard, backyard, patio, and garage. Childcare areas are: living room, bathroom 1, kitchen, dining room, patio, and backyard. Off-limits areas are: bedroom 1, bedroom 2, bedroom 3, bathroom 2, bathroom 3, laundry room, office, front yard, and garage.

Indoor


LPA entered the home through the entrance door that leads into a hallway where LPA observed a sanitation station equipped with a touchless thermometer and hand sanitizer as well as cubbies for children. This hallway leads to the living room, which is the primary childcare area. In the living room, LPA observed a Montessori-style classroom set up with a library, and sensorial learning materials. The fireplace is made inaccessible to children by a large cubbie unit for learning language. The dining room is adjacent to the living room. LPA observed a children's table and sensorial learning materials in this room. LPA observed a dining area that includes three children's tables. Applicant stated children will eat lunch on these tables. Applicant stated she will provide an afternoon snack. In the dining area, LPA observed a fireplace covered by a large piece of wood secured to the wall. LPA observed two serviced 2A10:BC fire extinguishers located in the dining room and dining area.

LPA discussed the Child Care Resource Center (CCRC), the local Resource & Referral agency, with Applicant to inquire about food programs, child care referrals, and professional development training. CCRC contact information: (818) 717-1000 ext. 4714, https://www.ccrcca.org/ Bathroom 1 can be accessed via the dining area. In the bathroom, LPA observed one toilet, one sink, and paper towels. Applicant stated cabinets will be kept empty. LPA observed functioning smoke/carbon monoxide detectors in the hallway, living room, dining room, and dining area. The first-aid kit and emergency disaster/earthquake kits are located in the dining area. Isolation area is located in the dining room.

Indoor Off-Limits
LPA observed key locks on all bedroom, office, and closet doors. LPA observed signage on all bedroom, office, and closet doors that read: "Off-Limits." The kitchen is made inaccessible by a child safety gate. LPA observed child safety latches on the oven and cabinets.

Outdoor
Applicant stated children will play in the backyard. LPA observed a large area covered in astroturf with a playground, a Little Tikes car, and sandbox. The backyard is fully enclosed and can be accessed via the patio. LPA observed a small stairway that leads from the patio to the play area. LPA observed a self-latching gate at the top of the stairway and at the bottom of the stairway.

Outdoor Off-Limits
Applicant stated the front yard is off-limits to children. The garage is accessible via the off-limits kitchen.

Applicant states there are no firearms or weapons of any kind in the facility at the time of the visit. LPA reviewed all required documents to keep in the children’s files and facility file according to Title 22 Regulations. LPA observed a parent board on the wall at the entrance with Emergency Disaster Plan, Notification of Family Child Care (PUB394), If You See Something, Say Something poster, fire safety drill log, and a space for the License. LPA observed all electrical outlets covered.

Criminal Record Statement
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Safe Sleep


LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
