32 | LPA interviewed the Licensee, R1, R2, and R4. Licensee, R1, R2, and R4 disclosed that the Licensee, R1, R2, R3, R4, and 2 children live in the home. LPA did not observe any other adults on the property and verified the areas that each person residing in the home live in. LPA verified that all adults living in the home have a criminal records clearance and are associated to the facility, per Guardian.
On 05/11/23, LPA Almanza interviewed a neighbor from 5 of 8 homes surrounding the Castillo Family Child Care home (N1 – N8). The 5 neighbors interviewed stated that they do not know who lives in the Castillo home. N3 stated that 3 or 4 adults live in the home. N6 stated that maybe 3 adults live in the home. N8 stated that maybe 2 adults live in the home. N1, N3, and N8 have seen children being dropped off in the mornings. N6 has seen children being picked up, “around the time people get off work”. N3 and N5 stated they did not know the home was a child care.
On 05/18/23, LPA interviewed Adult 5 (A5) telephonically. A5 disclosed that their primary residence is out of state. A5 provided LPA with legal government documentation showing proof of primary residence and has provided a secondary address of residence within LA County where they stay intermittently.
Facility File Review conducted reveals, that on 05/06/22, the Licensee was granted a Large Family Child Care License. At the time of licensure, the licensee, R1, R2, and R3 lived in the home and had a criminal record clearance associated to the facility, per Guardian. On 05/26/22, the El Segundo North Regional Office received written notice from the licensee, notifying the department that R4 was moving into the home and provided a copy of the Live Scan Service Form, dated 05/24/22. R4 was cleared and associated to the facility on 05/25/22, per Guardian. On 04/27/23, Licensee provided an updated Family Child Care Home Application LIC279 reflecting that R4 lives in the home.
On 05/19/23, LPA Almanza conducted a follow up visit at R4’s prior residence to interview the Property Manager. LPA was unable to contact the manager at the location, but was able to get the mangers phone number, that was listed outside the manger’s door. LPA was able to contact the manager telephonically and the manager disclosed that R4 was last living on the property in June 2022.
Furthermore, on 04/27/23, LPA Ornelas conducted an unannounced site visit and observed the License and 3 adults. Licensee and 3 Adults had a criminal record cleared and were associated to the facility.
