On 8/19/2019 at 9:05 a.m., Licensing Program Analyst(LPA) Isabel Ortega was greeted by Licensee, Launee Tudic. LPA was at the facility to conduct an unannounced annual inspection. LPA disclosed the purpose of the visit and was granted entry by licensee, who guided LPA on a tour of the facility.

Upon arrival, LPA observed two children in care. The facility's hours of operation are Tuesday, Wednesday and Thursday from 9:00 a.m. to 12:00 p.m. The licensee provides a snack for children in care.

This is a two story, four bedroom, three bathrooms home with an attached garage and a detached room(permit observed and granted by the City of Santa Clarita Building and Safety) located in the back yard locted to right of the home. Main care is provided in the detached room from the home also known as the "Preschool Room". The children use the bathroom located to the left of the entrance of the home. The off-limit areas include all four bedrooms, of the two bathrooms, the family room and the entire second floor.

Licensee submitted an application for a capacity increase. The facility was initially licensed on 5/09/2018 as a small Family Child Care Home. The fire department has inspected the facility and a fire clearance for 14 children was granted effective 7/31/2019.

The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. There are age appropriate toys and equipment on the premises. There are weapons in the home that are kept in off limits areas during the hours of operation. Licensee stores medication in the kitchen and knives are stored in an inaccessible side storage cabinet located to the right of the kitchen. LPA observed a properly gated and screened fireplace located in the living room.

The outside side yard is used by the children for outside play. The backyard is enclosed and gated all around. The outdoor play area was inspected and play equipment was observed to be free of hazards, loose and sharp parts. There is a pool on the premises, the gate is self-latching and remained locked during the hours of operation the Pool was found to meet Title 22 Regulations.

The facility’s fire extinguisher (2A10BC) met the State Fire Marshal standards. The receipt on the fire extinguisher (2A10BC) indicated it was purchased 7/06/19. Licensee tested the smoke and carbon monoxide detector at 9:24 a.m. and found it to be in operable condition. The facility annual fees are current. The parent board was reviewed and had all of the required forms are posted and visible to parents.

Children and staff files were reviewed and found to be complete. The facility roster and fire drills were up to date, and all individuals living the family child care home have been fingerprinted and associated to the facility. The licensee has a current CPR and Pediatric First Aid certification, which expires on 2/04/20. The licensee provided LPA with proof of required immunization's for both licensee and Assistant.



Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following were discussed:
There is an effective 24/7 ban on smoking tobacco in a home that is licensed as a family day care home, and in those areas of the family day care home where children are present. Baby walkers, baby jumpers, baby exersaucers, baby bouncers/rockers and any other item that falls into that category are not permitted in the facility. The LPA also discussed earthquake safety and necessity of drills, required forms for children’s files, facility files and posting requirements. LPA also informed licensee of the new upcoming 2019 Safe Sleep in Child Care regulation.

Licensee was reminded with a capacity increase she must have a qualified Assistant present whenever she has more than eight children in care. Licensee was provided with a capacity and ratio handout pertaining to large Family Child Care Homes and the various age groups that can be in care at one given time. Licensee was also reminded that a new Parent Notification of Additional Children in Care (LIC 9150) will need to be provided to the parents/guardians of current children in care and all newly enrolled children.

The licensee was informed that all adults living in or having access to the home are required to have fingerprint clearances with Department of Justice, FBI and Child Abuse Index prior to having contact with children. If the aforementioned is not adhered to, a Civil Penalty of up to $500, per non-cleared adult will be assessed immediately. Please advise your analyst of any person who will be visiting regularly or for longer than one week.

Beginning on January 1, 2018, Assembly Bill 1207 (2015) requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Applicants must meet requirements as a precondition to licensure. New employees shall have 90 days from date of employment to complete training as required. The training may be conducted at the following website www.mandatedreporterca.com. Both Licensee and Assistant provided proof of Mandated Reporter Training certificate dated 4/11/18.

The facility was in compliance per Title 22 regulations, and no deficiencies were cited today.

A new license will be issued reflecting a capacity increase to 14 children effective 8/19/2019.

An exit interview was conducted, a copy of this report, and notice of site visit and appeals were provided to licensee, Launee Tudic.
