1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 2/9/2022 Licensing Program Analysts (LPAs) Zirbes and Heath conducted a Required - 1 year inspection with Licensee, Gabriela Bobadilla. At the time of this inspection, four preschool age children, the Licensee and staff 1 (S1) were present. Per licensee, residing in the home is licensee, spouse and one child age 5 and one additional 14 year old child who visits occasionally. Access to the child care is obtained through the sliding door located behind the wooden side gate. Per Licensee the hours of operation are Monday thru Friday 8:00am to 08:00pm. The home is described as follows: This is a two story home with four bedrooms, one bonus room, three bathrooms, kitchen, dining room. living room, laundry room, attached garage and backyard. Per the Licensee, the areas utilized for child care are the bonus room, bedroom #1, and bathroom 1. These areas are located on the first floor of the home. The off-limits areas consists of: the entire second floor, bathroom 2, bedroom 2, bedroom 3, and the garage. The off limits areas have been made inaccessible via the use of child gate, and child safety locks on the bedroom door knobs. The home has a fireplace on the second floor which was inaccessible via a child safety gate. The home has central heating and air conditioning. Indoor: Living room (off limits): This area had couch and a fireplace. Dining room (off limits): This area was equipped with a table chairs . Bonus Room (child care provided): This area has two child size tables and chairs, television, small refrigerator. The room had various toys, consisting of blocks, cars, art supplies, and educational posters throughout the space. Licensee expressed a willingness to purchase additional materials as necessary for the ages and stages of the children who will be enrolled into the program. All windows and screens are free of cracks, bugs and debris. The window blinds did not have hanging cords. Report continued on page two

Bedroom 1 (child care provided): Utilized for napping. One crib and mats were present in this room.
Bedroom 2 (off limits): bed, dressers and personal furnishings were present.
Bedroom 3 (off limits): bed, dressers and personal furnishings were present.
Bedroom 4 (off limits): bed, dressers and personal furnishings were present.
Kitchen (off limits): All sharp utensils and cutlery, drawers and cabinets with plastic bags, and sharp items or small things children can swallow; were made inaccessible to children with child safety gate. The refrigerator, dishwasher, stove, microwave, etc., are clean. The kitchen was clean, orderly, and free of hazardous items. The Licensee prepares meals and snacks for the children in care. Meals are prepared in the off limits space on the second floor of the home. LPAs and Licensee discussed the requirement to remain on the same floor as the children as well as the supervision requirements.
Garage (off limits): parking area, and personal storage space.
Outside: The backyard had a covered patio and areas for the children to engage in gross motor activities. The backyard was enclosed with a wooden fence. The Licensee has child size bikes, a basketball court, and a soccer net. There was a large play structure, with a slide and three swings. The play structure was placed on wood chips. LPAs and Licensee discussed the requirement to keep the outdoor play area free of all hazards.
Napping equipment (mats): LPA observed 12 mats, and one crib. Per Licensee, the children will nap on mats in bedroom #1 on the first floor.
Electrical outlets: All unused electrical outlets are plugged in and made inaccessible to children.
Weapons or Firearms: Per the licensee, there are no weapons or firearms. LPAs did not observe
any weapons or firearms.
Cleaning compounds: Per licensee they are stored in the off limits areas of the home in the garage. The garage door was equipped with a safety door knob. LPAs observed Lysol and Clorox wipes in the Bonus room. These cleaning products were located on a high shelf and inaccessible to the child care children. The smoke detector and a carbon monoxide detector: tested operable.
Fire extinguisher (2A10BC) There was one fully charged fire extinguisher (2A10BC) located in the bonus room. Service is due by December 2, 2022.
Pet: Two dogs. Per Licensee, they are current on their shots and do not interact with the child care children. LPA reviewed five children files, the Licensee and the husbands files (S1). All required documentation were present. Licensees CPR/First Aid will expire: 8/9/2022, S1 expires 9/21/2023. The mandated reporter expires 5/7/2023. Continued on page three

The following was discussed with the licensee:

Mandatory Forms for the children’s files and provider’s files, Requirements for fire drills, earthquake drills, and documentation for both. Role and responsibilities of being a mandated reporter.

Licensee reminded that 100% supervision is required at all times to children in care. Licensee was made aware that it is he/her responsibility to know the regulations as well as anyone who assists in providing care. Licensing must have the facility’s phone number at all times; if the phone number is changed, licensing must be notified

The regulation prohibits the smoking of tobacco in a private residence that is licensed as a family childcare home and in those areas of the family day care home where children are present (24/7 ban). State law prohibits baby walkers, bouncy seats, exersaucers, and any other items that fall into that category.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

·On January 1, 2018, or before March 30, 2018, a person who is a licensed childcare provider, administrator, or employee of a licensed child day care facility shall complete the online mandated reporter training and shall complete renewal mandated reporter training every two years. @www.mandatereporterca.com.

**Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements
Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed childcare facility are aware of situations that present the greatest danger to children.

§1597.622 Employees or volunteers at family day care home; immunization requirements; records; exemptions (1) Commencing September 1, 2016, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Per Licensee IMS is not being provided at this time.
