On 12/11/2020 Licensing Program Analyst (LPA) Isabel Ortega conducted a tele-visit with the facility for the purposes of a subsequent visit to conclude the complaint investigation regarding the above allegations. LPA Ortega met with Director, Tergrigoryan Satenik. The facility was virtually toured and a census was taken, LPA observed 56 children in care and 9 staff present.

Based on the interviews conducted, with Parents, staff and children although older children stated to be with mixed age groups it was not able to be determine how long and no clarification for reason and ages of children and operational activities being conducted could not be determined. Therefore, the allegation#4 Staff are commingling day care children and Allegation #5 Facility is operating beyond the terms of the license are deemed unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged abuse occurred.
Exit interview was conducted and a copy of this report, appeal rights will be via mailed to the Director, Tergrigoryan Satenik.
