Licensing Program Analysts (LPA's ) Maddox and Smith met with Administrator, Suzette Valladares and Valerie Mendez, Director today for the purpose of conducting a Pre-Licensing inspection. This is a change of ownership and center is incorporating a Toddler Option. LPA's toured and inspected all areas according to the facility sketch. This program occupies 2 separate buildings: Room's #A and B are located in the front building and occupied by Pre-school age children ages 3 to 4 yrs. The main building contains 2 classrooms, kitchen, and bathrooms, Toddler option will be located in the main building, in Room #2 and #3. The Office is designated at Room #1 (according to facility sketch). Present today in the front building were 12 children and 2 staff persons. This is a full-day program which operates from 6:30 am to 6:00 pm, Monday Through Friday.

**LPA observed age appropriate furniture, equipment, toys and materials. Telephone service was verified as well as adequate heating, lighting, and ventilation. Children's belongings will be kept in cubbies along the wall as you enter classrooms. Drinking water is available inside the classroom in the form of a water coolers.

**The children's bathroom is located the main building and contains 3 toilets and 3 sinks with a diaper changing table. The Preschool aged children are escorted to the bathroom by staff. The staff rest-room is located inside the kitchen area and also designated as an isolation bathroom. LPA observed the bathrooms to be clean and sanitary, with soap, toilet paper and paper towels readily available. Toilets and sinks are functioning properly and age appropriate.

**The children nap at this center. Linens and bedding are stored in individual buckets within the children's cubbies so that they do not come into contact with other children's napping linens.

*Director states carpets are vacuumed daily, shampooed quarterly and as needed. Trash cans/storage containers for solid waste had tight-fitting covers that are kept on, and in good repair.

**Outdoor play area is completely fenced in, play toys were inspected for health, safety, good condition and age appropriateness. Center utilizes artificial grass, there is sand table for play area and there is sufficient and adequate shade available. The area was observed to be free of debris. Outside Drinking water is available in the form water pitchers, there are no bodies of water on the campus. - There are two separate play yards, one designated for Toddlers (located between the two buildings) and the second yard designated for Preschoolers (located on the side of the main building). The Pre-school yard contains a swing set that was securely anchored into the ground, there is rubber matting underneath for cushioning material.

**Food preparation area/Kitchen was inspected for safety, cleanliness, proper equipment & protection against contamination and storage, menus observed and posted. Storage areas were inspected for inaccessibility of toxins and cleaning compounds to children in care. Children bring their own lunches, center provides snacks.

**Parent Board contained all documents that are required to be posted according to Title 22 Regulations. Valerie Mendez has current CPR and First Aid training. (exp 1/20/21). All staff has taken required Mandated Reporter training.

**Center uses an APP (Hi Momma) for sign in and out, staff have the ability to produce a hard copy if needed. There is a fully stocked first aid kit available and fully charged fire extinguisher. Fire Drill/Earthquake log located in binder and is current.

**Children are inspected for illnesses as they arrive. A review of medication policy indicated that only prescription medication is administered and only with parent's written permission. The site Director Valerie Mendez is designated to administer the medication and document the dosages, date and time onto a log.

**Measurements were taken according to the facility sketch. The front building is utilized for Preschool children in Rooms A and B.

With the above measurements, center can accommodate a total of 45 children (lowest of the above measurements), center is requesting 44 children.
Fire clearance (rec'd 5/17/19) has been received for a total capacity of 48

*All Licensing reports are available for review on-line and public information. Summary: Assembly Bill 2621 added Section 1596.819 to the Health and Safety Code, to require the Department to post certain licensing information for CCCs on its public internet website.

§1596.7995 (a) (1) Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. - Director is Designated to perform any IMS if needed

On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training. - All Staff have taken Mandated Reporter Training, certificates in file.

*Waiver submitted for Preschool age children and Toddlers to use the same bathroom.

*Center needs to install a carbon monoxide.

*There is peeling and chipping paint located on the bottom part of main building which is accessible to children. Staff must repair this before children can occupy the play yard

*Repair the rip in the carpet in Toddler Room

After a review of application, there are documents that need updating and/or revised, this will be discussed by LPM Bell and case carrying LPA, Smith at a later date.
