On 8/19/2019 at 1:00 p.m., Licensing Program Analysts (LPA)Isabel Ortega met with above facility's Director, Candice Butera. LPA was at the facility to conduct an announced pre-licensing inspection as the facility had submitted a new application for a School Age Child Care Center.

The facility's hours of operation will be Monday through Friday from 12:15 p.m. to 6:00 p.m. and Holidays full day schedule from 7:30 a.m. - 6 :00 p.m. the after school program will provide afternoon snacks, which will be purchased by the facility. The facility will not be transporting school age children.

During this inspection, LPA measured the indoor activity space that will be utilized by the facility. The facility will be using five classrooms known as A, B, C, D, and E for the children in care. The measurements for each classroom are as follows:

Classroom Rise A: 950 square feet/35 = 27 children


Classroom Rise B: 810 square feet/35 = 23 children
Classroom Rise C: 780 square feet/35 = 22 children
Classroom Rise D: 420 square feet/35 = 12 children
Classroom Rise E: 900 square feet/35 = 25 children

A fire clearance request for capacity of 90 school age children was granted based on today's measurements the square footage is sufficient enough for 109 school age children.

During today's inspection, the Director will consider submitting a letter from the Superintendent from SCVI. The facility has informed LPA that in accordance with the Health and Safety Code 1596.806(2)(B), they will be providing the department with a certification statement from the Superintendent. The statement will authorize the occupancy for each classroom the Charter School is allowing the facility to utilize for their school age program.

LPA observed the outdoor play areas to be free of hazards, loose, or sharp objects. Equipment was inspected for safety, cushioning material, conditions and age appropriateness. Play structures, slide and basket ball courts and play equipment were found to be securely anchored to the ground. Children will have access to water through water fountains during outdoor activities and also water bottles will be accessible. The two playgrounds were fenced all around, and no bodies of water were observed. LPA also observed shaded rest areas for the children in care.

The facility will be utilizing two outdoor playground areas. Outside play areas were measured: 10,233 square feet/75 = 136 children

**From measurements taken, center can accommodate 90 children at this time.


LPA observed and inspected unisex gender restrooms for the children in care, which were located inside the classrooms. Toilet requirements as they are operating in accordance with Health and Safety Code Section 1596.806. Restrooms had toilet paper, hand soap, and paper towels accessible to children in care. LPA observed a total of 14 sinks, 10 toilets, and two Teacher restrooms which all were in operating conditions.

During today's inspection, the Director stated she will be submitting a digital sign in waiver for the school age program.

Furniture and equipment were inspected for operable conditions and age appropriateness. Telephone service, heating, lighting and ventilation were evaluated. LPA observed storage space inside the classrooms. Snacks will be stored in the kitchen, and the parent board will be located to the left side at the entrance of the facility.

LPA observed a First Aid Kit located inside of each classroom. The fire extinguishers were observed and in operable condition. All fire extinguishers (2A10BC) had a service tag attached indicating they were last serviced on 7/11/19. Trash cans with tight lids were observed in the kitchen. The Director has a current CPR and Pediatric First Aid certification, which expires on 01/2020. Director also demonstrated Preventative Health and Safety certification dated 4/03/19.

The facility has a current annual certification for the fire alarm system, which was conducted by the Fire Department. The certification is proof that the fire alarm system as well as the smoke system is in operating conditions.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Beginning on January 1, 2018, Assembly Bill 1207 (2015) requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. Applicants must meet requirements as a precondition to licensure. New employees shall have 90 days from date of employment to complete training as required. The training may be conducted at the following website www.mandatedreporterca.com Director has demonstrated proof of Mandated Reporter Training dated 10/29/2018.

The following was discussed with the Director:


Smoking is prohibited on the premises of a child care center; Earthquake safety and necessity of drills are to be conducted every 6 months and logged; Required forms for children’s files, facility files, staff files, and posting requirements; Fingerprint clearances and the transfer process.

Based on today's inspection, a license for a School Age Child Care Center will be granted once the following have been completed: new school age personnel's LIC9182 Criminal Record Background clearance Transfer request. As well as a copy of all new personnel's Mandated Reporter Certificate (AB1207).

An exit interview was conducted and a copy of this report, notice of site visit and appeal rights were provided to Director, Candice Butera.
