Licensing Program Analyst (LPA), Donna Maddox met with Karina Alvarado and Miroslava Manjares today for the purpose of conducting Pre-licensing inspection. This site is locate within a strip mall and there is no outside play space available (applicants have requested a waiver). The purpose of this inspection is to provide technical assistance and ensure the facility is safe for the care and supervision of children. There is a Parent Board in place to post required forms located in the entrance area.

During this inspection, LPA toured the entire center which consist of an Infant area, Preschool area, and a School age area. Center also has an office area, Staff Bathroom, School age bathroom (2T/1S) Preschool Bathroom (2T/1S) and 2 additional sinks immediately outside of the bathrooms. There is an isolation area located in the office and the Staff bathroom will be utilized as the isolation bathroom.

A health check on staff and children will be conducted each day upon arrival. Staff will meet parents and children at the entrance where temperatures will be taken and a brief health questionnaire will be completed before children are signed in for the day and escorted to their perspective classrooms. If a child becomes ill during the day, they will rest in the isolation area and child’s authorized representative will be contacted immediately for pick up. The Department of Public Health will be contacted in regard to any COVID-19 illness. Applicants are reminded to ensure parents sign children in and out daily.

Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children shall be stored where inaccessible to children. Storage areas for poisons shall be locked. Medicines shall be centrally stored and kept locked.

Age appropriate furniture including tables and chairs are present in each of the rooms to meet the needs of children in care. LPA advised against using indoor water fountains at this time due to the Corona virus. There are cubbies available to store children's belongings in the entrance area. Center will utilize cots for napping, LPA reminded applicants that each cot or mat shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child. Bedding shall not be shared by different children without first laundering the bedding. Bedding shall be individually stored so that each child's bedding is identifiable and no child's used bedding comes into contact with other bedding. Sheets shall be washed daily or when soiled or wet. Blankets shall be cleaned or changed when soiled.


The following are the classrooms with measurements and the age group of the children and according to the facility sketch:


**Creative Room will have School age and PS Children. LPA informed applicants that each group of children must maintain a physical separation at all times.

The facility will maintain children files that include emergency authorization cards and staff files that include proof of criminal background clearance. All childcare areas, including the playgrounds, will be cleaned and sanitized daily or more often as necessary following the facility’s cleaning and sanitation policies. Center shall ensure a thorough review of Provider Information Notices (PINS) located on the Departments web page www.ccld.ca.gov and shall adhere to Public Health guidelines and directives.

LPA informed applicants of the Departments Reporting Requirements.
Upon the occurrence, during the operation of the child care center of any of the events specified in Section 101212 a report shall be made to the Department by telephone or fax within the Department's next working day and during its normal business hours. In addition, a written report containing the information shall be submitted to the Department within seven days following the occurrence of such event. Applicants were also informed the Department has full Inspection Authority and no child shall be left without Adult supervision at any time.

Applicant originally requested a capacity of 16 School Age children, however, with measurements taken today and bathroom availability, the total indoor space can accommodate 17 School age children. Center is awaiting a fire clearance before licensure.
