Licensing Program Analyst (LPA) Maddox met with Applicant/Owner/Director Yesenia Canchola today for the purpose of conducting a Pre-Licensing inspection for a School age component with a requested capacity of 12. Applicant also has a pending application for a Preschool (X197750124) and Infant/Toddler component (X197750123) on the premises. Center is located in the old DMV Office in Lancaster. A tour of the facility was conducted inside and outside. The tour included Office space, Kitchen, bathrooms, and classrooms. There is 1 classroom designated for the SA component. Parents will enter through the lobby area where staff will escort children to and from lobby to classrooms daily. Center will use an app called "Hi Momma" to sign children in and out. Each component will be kept physically separated Indoors and Outdoors. Days/hours of operation will be Monday through Friday from 6:30am to 6:30pm.


INDOOR ACTIVITY SPACE: There are a variety of age-appropriate equipment, toys and materials in good condition and in sufficient quantity to allow children present to fully participate in planned activities. Telephone service, heating, lighting and ventilation were evaluated. LPA observed individual storage areas for children’s belongings. Center will use water pitchers with disposable cups outdoors and a water cooler indoors with disposable cups for drinking water. Tables are provided to meet the needs of the children. The childcare center was toured and found to be clean, safe, sanitary.

The isolation area (located in the office area) will be equipped to isolate and care for any child who becomes ill during the day, the staff bathroom is designated as the isolation bathroom.

HEALTH RELATED SERVICES:

Medications will be kept in a locked box (front office area). A refrigerator shall be used to store any medication that requires refrigeration.

Center has a developed plan to implement and to record the administration of prescription medication and to inform the child's authorized representative daily when such medications have been given.

LPA observed fully equipped first aid kits in each classroom. The Carbon Monoxide detector is integrated within the fire system.


Soaps, detergents, cleaning compounds or similar substances; Disinfectants, cleaning solutions, all potential hazardous that could pose a danger if readily available to children were stored and inaccessible to children (Janitors closet in the front lobby).

Incidental Medical Services was discussed.

Bathroom:


There is 1 bathroom designated for SA children located in the main lobby area, this bathroom has 1T/1S (provides individual privacy).
Total capacity with 1 toilet and 1 sink = 15
Meals: Center children will provide breakfast, snack, lunch. (meals will be delivered daily through an outside source)

The School Age component is located in the rear of the center, Measurements taken today.


A - (front area) 20 X 11 = 220/35 = 6
B - (back area) 21 X 10 = 210/35 = 6
Total inside activity space for SA = 12 children

Outdoor Space:
A - immediately upon entering play yard: 23 X 65 = 1494/75 = 20 children
B - Middle area: 25 X 25 = 625/75 = 8 children
C - Rear area: 83 X 25 = 2075/75 = 28
Total outdoor activity space = 56 children
The entire yard is fenced; There is a permanent shaded structure in place as soon as you enter the play yard. Applicant is requesting SA and PS children share the same outdoor space, Applicant will request a Waiver for this request.

Center has a separate staff bathroom located at entrance hallway and will be used as isolation bathroom for ill children. Water temperature is set on a regulated system to ensure a water temperature of no more than 120 degrees.

Due to the COVID-19 pandemic, Center will post Signs throughout the center with regards to hand washing, the local health department, screenings for staff and children and facial coverings. Sign-in and Out Procedure: Center will utilize an electronic (Hi Momma) sign in and out procedure, center has the capability of producing hard copies if needed.

Outdoor: Children will bring their own water bottles or have access to water via water pitcher with disposable cups. LPAs highly discourages the usage of water fountains due to the COVID-19 pandemic.
