At 11:44AM on 9/16/2021, Licensing Program Analyst (LPA) Lissete Gonzalez conducted an announced case management inspection. Due to COVID- 19, precautionary measures were taken. LPA met with Child Development Program Director, Rosa Ducoing. This is a state preschool program with a Toddler Option operated by Bassett Unified School District. The purpose of this visit is to inspect the proposed Preschool Room #32 for use by toddlers currently enrolled in Room #26. The Child Development Program Director has requested to temporarily relocate children from Room #26 (Licensed for the toddler program) to Preschool Room #32 (Licensed for the preschool program) located on the premises. The temporary relocation of toddlers from Room #26 to Room #32 will allow the program to work on Room #26’s Heating, Ventilation, and Air Conditioning (HVAC) unit replacement.

At 12:05PM, LPA was guided through a tour of the facility. Census was taken. LPA did not observe any children present in Room #32. LPA observed the proposed Room #32 to contain age-appropriate furniture and equipment. The isolation area is located within the classroom. Room #32 was observed to have two restrooms available for toddlers. There is a total of two child size toilets, two child size sinks, and one changing table within arm’s reach of a sink located in one of the children’s restrooms. LPA observed Room #32 to have separate entrance and exit gates to ensure children from the preschool and toddler programs do not commingle. Facility has arranged for check-in procedures to occur at the entrance of Room #32. LPA inspected the walk path from Room #32 to the toddler playground to ensure the health and safety of children in care. No hazards were observed at the time of this visit.

Based on documents submitted to the Department and the inspection completed today, temporary relocation is being granted until 12/31/2021. Child Development Program Director agrees to notify the department in advance of any additional changes or if temporary used space will need to be extended. The Department has record of an approved fire clearance for Room #32.
Exit interview was conducted with Child Development Program Director, Rosa Ducoing.
