Licensing Program Analyst (LPA) Crystal Green conducted an unannounced required 1-year inspection. LPA met with Director, Nowart Dow. Facility hours of operation are Monday through Friday from 7:00 a.m. to 6:00 p.m.

The following was observed during this visit. At 11: 10 am, LPA was provided a tour of the facility. This preschool program consists of 4 classrooms (Butterfly, Caterpillar, Bumblebee, and the Ladybug). LPA did not observe children present during this inspection. Per the Director, the school session does not begin until 08/17/2023.

Licensing staff observed that the facility was clean, safe, sanitary, and in good repair. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure the floors had a safe and clean surface. LPA observed cots located in the hallway near the Director Office. Napping equipment was inspected for good condition, appropriate storage, and cleanliness. LPA observed the children restroom located within each classroom. LPA also observed a changing table located in the Butterfly Classroom. All toilets and hand washing facilities are in safe and sanitary operating conditions.

Water is accessible via water drinking faucet attached to the sinks located within in classroom, and or water fountain available outdoors. The children will also use their own sippy cups. The isolation area will continue to be in the Office, which has a chair for ill children. Parents are contacted immediately when children are determined to be ill, and staff ensure that children with obvious symptoms of illness are not being accepted.
Facility provides snacks and the parent provide their child lunches. The facility has a kitchen on site that is used to prepare the snacks. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. Page 1 of 3

All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. The licensee takes measures to keep the facility free of flies, other insects and rodents.

Licensing staff was guided through the outdoor activity areas. The outdoor play equipment was observed to be in good condition, free of sharp, loose, or pointed parts. The outdoor activity space surface was observed to be maintained in a safe condition and free of hazards. There is adequate shade available outdoors via canopies and trees. LPA observed cushioning material available around and/or under climbing equipment to absorb a fall. LPA did not observe any violations or hazards outdoors.

LPA did not review the sign-in and out sheets due to facility current not operating. LPA reviewed with the facility representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee has a pending application with the department requesting to change their licensed capacity by removing a preschool classroom and adding a new toddler option program. The classroom that the licensee has requested remove is the Butterfly Classroom which will be redesignate for use as the toddler option classroom. LPA inspected the Butterfly Classroom for toddler use. LPA observed one toilet and 2 sinks accessible to children within the classroom. LPA observed the outdoor area to be designated for preschool use only and there was not physical separation for the toddler option program. Per the Director, will place the fencing barricade to allow the toddler to have their own separate outdoor space.During this inspection, LPA observed fencing materials that were being store in the outdoor storage. LPA obtained measurements for the proposed designated outdoor toddler space, which will accommodate the request for 12 Toddlers.

The department has received an approved Fire Clearance. The licensed capacity will remain the same at 75 children, however the preschool capacity will be reduced to 63, and the toddler capacity will be 12. Once proof of correction for the outdoor toddler area has been submitted and reviewed by the department, the facility license will be updated to reflect the change. No citations are being issued today.

Exit interview conducted and report was reviewed with the facility representative, Nowart Dow. A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
