An unannounced required Inspection was conducted on this day by Licensing Program Analyst (LPA) Seung Lee. Facility is currently licensed for a capacity of 42 children. LPA met with Blanca Murillo, Teacher who guided analyst on a tour of the facility. This is a Head Start preschool program which is operated by Montebello Unified School District and is located on the premises of Fremont Elementary School. Hours of operation are 8AM-2PM for Room 01. 8AM-11:30AM and 12PM-3:30PM for Room 02

All areas identified on the Indoors and Outdoors Facility Sketch were inspected. LPA observed a total of 16 children with 4 Staff members in Room 02 and 14 children with 2 Staff members in Room 01. A Parent volunteer was also present outside in the yard. Teacher child ratios were observed and staff names recorded. Sign in and out sheets and procedures were reviewed. Facility uses the electronic Child Plus sign in/out system.

INDOORS: Furniture and equipment was inspected for age appropriateness, good repair and free of sharp, loose, or pointed parts. Telephone service, heating, lighting and ventilation were evaluated. Napping equipment (cots) and bedding were inspected for good condition, appropriate storage and cleanliness. Children take their blankets home weekly to wash. Storage for children's belongings and isolation area were inspected. Ill isolation area is in the library area of each room. Drinking water is readily available indoors for children to drink freely via a. Carbon monoxide detectors and smoke detectors are present.

Age appropriate sinks (7) and toilets (3) were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. First Aid supplies were inventoried. During this inspection there are no children with incidental medical needs.

Food menus were reviewed. Food is provided by the School District Cafeteria. Food and snacks were reviewed for availability, quantity and appropriateness for children in care. The facility provides, breakfast, lunch and an a PM snack to the full day program; breakfast and lunch to the AM program and lunch and a PM snack to the PM program. Food preparation area was toured for safety, cleanliness and proper equipment. All storage containers for solid waste, including moveable bins had tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents. Disinfectants, cleaning solutions, medications and other items that are dangerous to children, were inaccessible to children

OUTDOORS: The outdoor play yard is fully fenced and exclusively used by the Head Start program. Outdoor play equipment was inspected for safety, free of sharp, loose pointed parts, good repair and age appropriateness. Required shade, drinking water and fencing were inspected. Drinking water was available outdoors for children to drink freely via a water fountain. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards were observed. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall.

RECORDS REVIEW: Children's complete records were not reviewed since they are kept in the District Main Office and will be reviewed at a later date. Sampling of children’s emergency information was reviewed and appeared to be current. Staff files were not reviewed as staff files are kept at the District Main Office and will be reviewed at a later date. If there are any deficiencies during that review, this report may be amended. All staff is fingerprint cleared, as a condition of employment through the school district. Four staff members provided proof of current Pediatric First Aid and CPR certification. The name of the child care center director or fully qualified teacher(s) designated to act in the director's is posted.

Incidental Medical Services (IMS). Incidental Medical Services (IMS) policy was discussed.
