Licensing Program Analyst (LPA) Lissete Gonzalez conducted an unannounced random inspection. LPA met with Site Supervisor, Luissana Cano. This is an infant license with a toddler option licensed for 60 children which operates Monday – Friday from 8:00 AM – 2:30 PM. Per the Site Supervisor, there are 21 children enrolled; two children are enrolled in distance virtual learning.

At approximately 10:13 AM LPA Gonzalez began facility tour with Site Supervisor. All areas identified on the facility sketch were inspected. There were zero (0) children present on this date. Staff names were recorded.

LPA observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and hand washing facilities are in safe and sanitary conditions. All materials and surfaces accessible to children are toxic free. At this time, the office is used as an isolation area. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted.

Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides breakfast, lunch and PM snack. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination. Meals are delivered daily by Tisket a Tasket Catering. Meals are individually served to children in care via the use of disposable containers and utensils. LPA observed a refrigerator available in each classroom. There is drinking water available in all indoor classrooms and drinking jugs are taken outdoors. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Storage areas for poisons are locked. monoxide detectors that meet statutory requirements. The facility takes measures to keep the facility free of flies, other insects and rodents.

Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. The Site Supervisor states that there are no bodies of water on the premises; LPA did not observe any bodies of water during this visit. Areas around or under climbing equipment, swings and slides have cushioning material to absorb a fall. Site Supervisor states there are no weapons or firearms on the premises.

Sign in and out sheets were not reviewed as there were no children in care. Staff Records were reviewed to ensure that a health screening report is on file. Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed.

LPA observed and inspected sleeping equipment for infants. LPA observed a crib available for each infant. All equipment meets the US Consumer Product Safety Commission safety standards. LPA observed that cribs are free from loose articles and objects. There are no objects hanging above or attached to the side of the crib. LPA observed that cribs and play yards do not hinder the entrance or exit to and from the space they are sleeping in. Mattresses were observed to be firm and covered with a fitted sheet that is appropriate to the mattress size. Pacifiers were observed to not be attached to anything and are labeled. Licensee was advised that infants shall not be swaddled while in care and all infants up to 12 months should be placed on their back for sleeping. Bedding used by infants and toddlers is washed weekly as required. Soiled bedding is replaced when wet or soiled and is placed in an inaccessible area.

LIC 9227 (Individual Sleeping Plan) for infants up to 12 months was explained and issued. Title 22 Regulation Section 102425(j) Infant Safe Sleep was discussed with the Licensee, including but not limited to documentation that shall be maintained.

This facility provides Incidental Medical Services – IMS. At the time of the visit there were no children being provided with IMS services. The following was discussed:
  • Reporting Requirements.
  • The facility shall ensure that each child is accorded the following personal rights: to be accorded safe, healthful and comfortable accommodations.
  • All personnel shall be in good health and shall be physically and mentally capable of performing assigned tasks; personnel that pose a threat to the health and safety of children shall be relieved of their duties.
  • All personnel shall be given on the job training in housekeeping, sanitation principles and universal health precautions.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

Exit interview was conducted with Site Supervisor, Luissiana Cano, Appeal Rights and Procedures explained and provided. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
