Licensing Program Analyst (LPA) Warren Birks conducted an unannounced Annual Required inspection. LPA met with Director Norma Hendle who assisted analyst with a tour of the facility. This is a Preschool program which operates on the grounds of a Kindergarten thru 8th grade school. The preschool program is physically separate and consists of two classrooms (Pre-K 4 and Pre-K 3). Hours of operation are Monday through Friday 7:30am to 3:00pm.

All areas identified on the Facility Sketch were inspected. LPA observed the following: LPA observed teacher staff #2 and staff #3 with 17 children. LPA was unable to observe if staff #3 was a fully qualified aide with (six semester units in early childhood education or child development, or at least two semester units, and continuation in the educational program until six semester units have been completed). Director Hendle indicated that staff #3 records and staff #4 records would be provided later and staff CPR records are locked and she would have access later date.



LPA informed Director that LPA will come back later to review records. The facility uses two rooms: Room Pre-K 4 and and Room Pre-K 3. Staff names were recorded and are observed to have fingerprint clearance. Once LPA reviews additional staff records later, LPA will access whether the licensed facility is within the conditions, limitations, and capacity specified on the license.

Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Storage for medication was inspected to ensure that medications are in a safe place inaccessible to children. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. Storage areas for poisons are locked. At this time, the office is used as an isolation area to care for ill children. Mats and chairs available for children to rest and the staff restroom is available to ill children. Parents are contacted immediately when children are determined to be ill.

Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides breakfast and lunch and some parents bring their children's lunches. There is drinking water available in all indoor classrooms and children bring their own bottles to refill. Trash receptacles have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are inaccessible. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements.

Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. Areas around and/or under climbing equipment, cushioning material (mat) to absorb a fall. The Director states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this inspection.

LPA reviewed sign in and out forms to ensure children are being signed in and out. LPA conducted Children's Records Review to ensure children have Identification and Emergency forms, Immunization records, Health History, Personal Rights and Parents Rights on file.

Staff Records were reviewed to ensure that appropriate documentation of education credits is on file. Criminal Records Clearance for adults. Verification of CPR/First Aid and health preventative practices documentation will be reviewed at a later date. LPA was unable to view Staff #3 at this time and will review at a later date to verify education requirement. LPA did observe proof of immunization against pertussis and measles and influenza for a flu declination. These were readily available during today's inspection. LPA advised Director Hendle to audit children's files for dates and miscellaneous information. LPA also informed Director All staff will need to renew their Mandated reporter training as it expires after two years. LPA provided website for Mandated Reporter Training renewal.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised the Director how to access forms, regulations and quarterly updates by visiting the Child Care Licensing website at: www.ccld.ca.gov.

Note: LPA will conduct another inspection at a later date to review records that were unavailable (locked or off site).

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing reprehensive. Failure to maintain posting as required will result in a civil penalty of $100.00.
