25 | An unannounced Required – 1 Year Inspection was conducted on 10/14/2022 at 11:30 AM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 48 but have 32 enrolled. Licensing staff met with Early Learning Center Managers (ELCMs) Natasha Von Jackson and Keokuk Legarde. The program currently operates Monday thru Friday from 7:45 AM to 2:45PM. There is an Infant License onsite # 198019033. LPA was taken on a guided tour of the facility of both indoors and outdoors. LPA observed required postings on bulletin boards in each classroom.
At the initial start of the site visit, there is a total census of 19 children and a total census of six teachers present. LPA observed children having their lunch upon arrival and transitioning to nap time. The facility is made up of three classrooms RM 1, RM2, AND RM 3. Beginning at 11:32 AM, LPA observed five children with two staff (S2 and S3) in RM 2, ten children with two staff (S4 and S5) in RM 1, and five children and two staff (S6 and S7) in RM 3. Furniture and equipment were inspected for age appropriateness and good repair. LPA observed learning stations in each classroom with wooden manipulatives, puzzles, and other age appropriate toys free of loose and sharp parts available for children. LPA observed library available in each classroom for quiet play. LPA observed each classroom to have carpets in learning stations that are well maintained and floor to be free of hazards at time of inspection. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings in each classroom. Mats/cots were inspected. Per ELCM, linens are provided by the facility and laundered by a laundry service. Availability of drinking water was reviewed. LPA observed water fountains available in each classroom. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed RM1 and RM2 to share a bathroom with two toilets and two sinks, RM3 has own bathroom that has two toilets and two sinks and two diaper changing tables available. Per ELCM there are no poisons stored at the facility.
Snack/lunch menus were observed posted and reviewed. Facility serves snacks and lunch, and per ELCM, food is delivered from LBUSD district kitchen
