On October 26, 2022 at 1:00pm, Licensing Program Analyst (LPA) Dayna Chambers conducted an unannounced complaint investigation regarding the above complaint allegations and to deliver findings. Present during inspection were Marlene Orellana, Marbelly Valladares, LIcensees. LPA observed 4 children in care. LPA collected LIC 9040 – Children’s Roster used for conducting parent interviews. LPA conducted interviews with licensees and parents. LPA attempted to interview parent of Child #1 and Child #2 on 07/21/22, 08/09/22, and 09/14/22 but was unable to get a response. Licensee’s Marbelly Valladares and Marlene Orellana were interviewed on 07/26/222 and 10/21/22. Both Licensees deny handling children in a rough manner and using inappropriate forms of discipline for children in care. Parent interviews did not corroborate the allegations. LPA observed the home on 07/26/2022 and 10/21/2022. LPA observed the napping area and observed child #3 sleeping in the napping area; the glass sliding door was closed. LPA observed the glass sliding door did not have a lock installed. Based on observation and interviews conducted, no evidence was found to support the allegations, therefore, these allegations are unsubstantiated. The allegations may have happened or is valid, but there is not a preponderance of the evidence to prove that the alleged violations occurred. Exit interview was conducted with Marbelly Valladares and Marlene Orellana, Licensees. A notice of site visit was given and must remain posted for 30 days. |
