Information from the complainant indicates that the facility is commingling children between their Preschool room and their toddler room.
During parent interviews, Parent #2 states that their child would move from room to room during the day. They stated that “academic is 9am-3pm and after hours they go to the Toddler room.” Parent #4 states that sometimes their child will come from the toddler room because “they start putting them all in one room.” Parent #7 stated that their child is mainly in the big room and then moves to the smaller room for after school, 3-5pm.
Discussion with Director, notes that they were under impression that the first and the last hour of the day could be combined. LPA discussed the regulations indicating that preschool age children and toddler (infant) age children must remain separated.
Information by multiple parent interviews indicate that the children in preschool room have been going to the Toddler room.
Based on LPAs observations and interviews which were conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 Chapter 1 Preschool Program With Toddler Component 101216.4, is being cited on the attached deficiencies page.
Upon receipt of this report, the Licensee shall post the Notice of Site visit and any licensing report documenting a type “A” deficiency. The report and the Notice of Site visit shall be posted for 30 consecutive days. Failure to maintain posting as required, will result in an immediate $100 civil penalty. A copy of this report shall be provided to the parent/guardian of children currently enrolled by the next business day or immediately upon return. A copy of this report shall also be provided to the parent/guardian of any newly enrolled children for the next 12 months (1 year). The Acknowledgement form must be maintained in each child’s file immediately upon receipt from parent. Licensee was provided with a copy of the parent Acknowledgement of Receipt of Licensing Reports Form during this visit. A copy of the Parent Notification Requirements was also provided to the licensee.
The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative.
Exit interview was conducted with Director Niloufer Pieris at 12:25pm. Copy of report provided.
