Licensing Program Analysts (LPA's), Bardo Baluyot and Carolyn Tuba conducted an unannounced required annual inspection. Upon arrival LPA's met with Vivian Bautista Herrera, Teacher in Potable #1 while the class was engaged in outdoor play. LPA conducted a COVID risk assessment upon arrival. One additional staff from portable #1 was also supervising outdoor play with 14 children present. Three staff were observed in Portable #2 with 15 children. LPA's verified that all staff present are associated to the facility and Teacher-child ratios were observed to be in compliance. LPA Baluyot experienced technical issues with his laptop, so report is being written/recorded on LPA Tuba's laptop as she is shadowing/assisting with today's inspection.

Options Full Day operates on the campus of Hurley Elementary School. There are two additional portables on site which are designated to Options State Preschool and Options Surround Care (school age program). The school age program operates in its own portable which is further away from the Full Day and State Preschool Programs. All programs operate in enclosed areas surrounded by chain linked fences and gates.

The Full Day Program operates from 7:30 AM - 4:30 PM (Monday -Friday). Children attending the Full Day program use three portables that are adjacent to the elementary school. Per Director, only portables #'s 1 & 2 are currently being used due to low enrollment. Furniture and equipment were inspected for age appropriateness and good repair. All rooms are well ventilated via central air/ heat.

The refrigerator, microwave and electric oven were observed to be clean. Carpeting and flooring were also observed to be well maintained. Availability of drinking water is provided via water jug and paper cups. Cleaning solutions are stored inside a locked cabinet and/or cabinets that are not accessible to children. Children have cubbies to store their personal items in. A variety of games and other learning materials are available. Children at this location nap. Cots are used for napping. Options washes the linens used for napping on a weekly basis or as needed. A staff and children's restrooms are available inside each portable.

The playground is not exclusive to the Full Day program as it is shared between Options Full Day and State Preschool programs. A staggered schedule is in place.

The playground is completely fenced with a five foot chain linked fence. There are sandboxes which were observed to be covered when not in use and climbing equipment for child use was observed to be well anchored and has rubber cushioning underneath to absorb falls. There are also pergola areas and shade structures in place for added shade. Water jugs with cups are taken outdoors as a drinking source. First Aid supplies are kept in a backpack and were inventoried for quantity and expiration dates. Staff's first aid/CPR are current.

Roster was available and current. An Emergency Disaster Drill log is kept. The program conducts routine emergency drills (last recorded 2/2022). Sign in and out sheets and procedures were reviewed. Children are signed in by parents upon arrival outside of the classroom as a precaution since the pandemic. Children physically present were observed to be signed in.
Menus were reviewed for availability, quantity and appropriateness to children in care.

The program provides breakfast, lunch and snack. Options Food Program provides all meals and follow mandated Federal Food Guidelines. Meal menus, license, car seat law, parents' rights for centers, emergency disaster plan and all other posting requirements were observed.

All clearances for the Full Day program are associated to the Willowood Administrative File #198007099. During this visit no children or staff files were reviewed as they are kept in Options for Learning's main office, located at: 885 Village Oaks Dr. Covina CA 91724. Files will be reviewed during a collateral inspection.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Site Director Bautista Herrera was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days.
