An unannounced random site inspection was conducted by Licensing Program Analyst Jennifer Hua. LPA met with director Penny McElrea. All areas identified on the Facility Sketch were inspected. There are a total 6 classrooms for preschool program. The program operates M-F 7am-6pm.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Napping equipment and bedding was inspected for good condition, appropriate storage, and cleanliness. Storage for children's belongings and an isolation area with sink, toilet, and mat/cot were reviewed. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, paper towels, dispensable soap, area safety and sanitation. Snack and lunch menus were reviewed. Children may bring lunch from home or have a hot lunch. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Food preparation areas were toured for safety, cleanliness and proper equipment. Cleaning and food supplies are stored according to regulations. Indoor drinking water observed.

Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. Required shade, drinking water and fencing were inspected. Teacher child ratios were observed and names of staff and their positions recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Drinking water available indoors and outdoors.

Staff and children records were reviewed for completeness including but not limited to Criminal Record Clearances for adults, Director Qualifications and verification of CPR/First Aid and health preventive practices documentation. Review of required forms was made. All staff have completed the Mandated Reporter Training on department website at http://www.mandatedreporterca.com/ Certificates observed. Licensee was informed certificate must be renewed every 2 years.

A review of all facility staff or other individuals who require caregiver background checks was conducted on this date to determine if they have received criminal record and child abuse index clearances or exemptions and/or have provided proof of submission of finger prints to DOJ, FBI and CAIC. MOST RECENT EXEMPTION REGULATIONS DISCUSSED.

This facility provides Incidental Medical Services - IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children's, personnel, and administrative records.
