An unannounced AnnualRandom inspection was conducted on this date by Licensing Program Analysts (LPAs) Emiko Bell and Bardo Baluyot. Upon arrival, LPAs checked into the office and then went to the pre-school, where they were greeted by Administrative Assistant Olivia (Castillo) Ikponmwonba, who stated that Director Navarrette was not present. The reason for the inspection was announced to Admn. Asst. Ikponmwonba, who then guided LPAs on a tour of the facility to take census and to inspect the classrooms and the playgrounds.

Census: There were 9 children and one staff in rm. 5 The Frogs room; there were 7 toddlers with two staff in rm. 4 The Monkeys room; there were 7 children with one staff in the Butterflies room; there were 11 children with one staff in rm. 7 The Ladybugs; there were 10 children with one staff in rm. 1 the Rhinos; there were 12 children with one staff in rm. 2 The Geckos; and there were 11 children with one staff in rm. 3 The Cool Cats room. Staff-child ratio was met.

The Center is located on the grounds of Western Christian Schools. The days and hours of operation are Monday-Friday, 6:30 A.M.-6:00 P.M. There is also a private elementary and middle school on the grounds.. The entire grounds is surrounded by a wrought iron fence and the Center is surrounded by a wrought iron fence in order to keep the children physically separated from the elementary school children. During hours outside of drop off and pick up, all parents must enter through the Office of the private elementary school and walk to the pre-school.

Transportation: This facility does not provide transportation.

Posting requirements: All posting requirements were observed on the Parent Board, which is located on the right-hand side wall directly past room 1. The required postings are: the license, Personal Rights, Child Passenger Safety Law, Notification of Parents Rights, and the snack and lunch menus. The snack and lunch

menus are also posted in each classroom.

Physical Plant: All areas identified on the Facility Sketch were inspected, including the kitchen, storage and refrigeration; rest rooms, equipment, outside play area and overall conditions of facility. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service (there is a landline), heating (there is central heating and air-conditioning, window unit air-conditioners and ceiling fans), lighting (there is overhead lighting and natural lighting comes through the windows and when the classroom doors which lead outside are left open) and ventilation were evaluated. Storage for children's belongings were reviewed. Ill children will remain in the office. Availability of drinking water was reviewed. There are water pitchers, a pitcher for milk and water jugs in each classroom along with individual drinking cups. Children may also bring their individual drinking cups Age-appropriate sinks and toilets were inspected for availability, working condition, running water, soap, toilet paper, individual paper towels, area safety and sanitation. There is a restroom in the pre-school office for use by staff and/or the public.

Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. There are three separate playgrounds. On each playground, there is sand, cement and grass The Toddler playground has a drinking faucet and the playground for children 3 and older has a water dispenser. Each playground is completely surrounded on all four sides by a wrought-iron fence. The play area was inspected for hazards and inaccessibility to bodies of water.

Food Service: All food is catered by Hope's Italian Catering. A review of cleaning and food supply storage areas was made. Each classroom contains a mini refrigerator in which children's snacks and the teacher's personal items are stored. The Center provides A.M. snack, lunch, and P.M. snack. A.M. snack is served at 9:00 A.M., lunch is served at 11:30; and P.M. snack is served at 2:45. All food is served and eaten in the respective classrooms.

Health-Related Services: There is one First Aid Kit in the office, one in a cabinet on the 3 years and older playground and one in each classroom. A review of medication policy, including administering, labeling, storage, and records was made. There are currently two children who have Epi-pens prescribed.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met appropriately. Sign in and out sheets were reviewed. All children present today were signed in. Personal Rights of children were observed by LPAs. Per Administrative Assistant Olivia Ikponmwonba, there are currently no firearms or weapons on the premises.



Toys and napping equipment: There are age-appropriate toys and napping equipment on the premises. The children nap on cots, which are stored in the classroom. Each cot is labeled with each individual child's name and the bedding is kept on the cots while they are being stored.

Fire safety: There is a fire extinguisher mounted in each classroomthe hallway closet. There is a "Preschool-8 drill schedule," which documents when earthquake and fire drills are to be run. There are smoke detectors in each classroom; all were tested and are operable. There is a carbon monoxide detector plugged in in the main hallway; it was tested and is operable.

File review: As there are 83 children enrolled; seven files were reviewed for the required forms. All files were checked for all forms as listed on LIC 311D and all are complete. As there are 11 staff, seven files were reviewed for the required forms as listed on LIC 859. All files were complete.

There are no deficiencies being cited during today's inspection.
